RESOLUTION NO. 84-118
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF A
FOUR WHEEL DRIVE VEHICLE FOR THE FIRE DEPARTMENT
WITHOUT FULL UTILIZATION OF THE BID PROCEDURES
SET FORTH IN SECTION 10-8 OF THE CITY CODE
WHEREAS, the Fire Chief foresaw a need for another vehicle
within the Fire Department when the request for a Fire Inspector/Deputy
Fire Chief position was approved and he budgeted accordingly, in the
preliminary process, for said vehicle; and
WHEREAS, the funds for said vehicle were eliminated from the
final budget on the basis that a vehicle could be transferred from the
Engineering Department; and
WHEREAS, the Engineering Department vehicle was subsequently
assigned to an Engineering Department employee; and
WHEREAS, another vehicle within the Fire Department is an
immediate necessity as an applicant to fill the new position has been
appointed; and
WHEREAS, the Fire Inspector/Deputy Fire Chief position was not
filled as quickly as anticipated which left an excess of funds in the
Department's Personal Services account; and
WHEREAS, the excess funds in the Department's Personal Ser-
vices can be transferred to the Equipment account to cover the cost of
the new vehicle; and
WHEREAS, full utilization of the bid procedures as set forth
in Section 10-8 of the City Code would be time consuming and costly; and
WHEREAS, bid requests were called to five area dealers; and
WHEREAS, of the four bids received for the Fire Department
vehicle, Alaska Sales and Services was the low bidder at $12,634.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to issue a
purchase order to Alaska Sales and Service in an amount not to exceed
$12,634.00 for the purchase of a 4-wheel drive vehicle for the Fire
Department.

Section 2. The City Council finds that it is in the public
interest not to fully utilize the bid procedures as set forth in Section
10-8 of the City Code.
Section 3. This resolution shall take effect immediately upon
its adoption.
