HomeMy WebLinkAboutRes1983-017 . . . e e CITY OF SEWARD, ALASKA RESOLUTION NO. 83-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REQUESTING THAT THE STATE OF ALASKA LOCATE ITS PROPOSED MAXIMUM SECURITY PRISON ADJACENT TO THE SEWARD MARINE INDUSTRIAL CENTER AT FOURTH OF JULY CREEK WHEREAS, the State of Alaska intends to design and build a maximum security prison in Southcentral Alaska; and WHEREAS, the City of Seward has identified a site which has an industrial character and provides no competing land use conflicts and which would be complimentary to prison siting; and WHEREAS, the proximity of the proposed site to the Seward Marine Industrial Center would enhance the corrections system's intent to develop a prison industries program; and WHEREAS, Seward is the home of the Alaska Vocational Technical Center which would further benefit and compliment the development of a prison industries program within a maximum security prison in Seward; and WHEREAS, the City of Seward offers the existing infrastructure including police, fire, road maintenance and adequate housing, there- fore, not requiring major expenditures for the construction and develop- ment of infrastructure; and WHEREAS, the community has reserve capacity in its hospital, schools and land for development of housing; and WHEREAS, Seward has air, rail, port and highway transportation access to the rest of Southcentra1 Alaska which would enhance the transportation needs of the facility and would assist in reducing the cost of construction of said facility; and WHEREAS, the City of Seward has under contract a construction management firm capable of overseeing the construction of the proposed facility which could result in a further savings to the State in both time and money; and WHEREAS, following the public hearing on May 2, 1983, it is the opinion of the City Council of the City of Seward that the people of the community are willing to be hosts to the State and offer land at no cost; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: ~~~-;. rl~ .....t'jl ',.,--, "'n"trrJ.trrT'" . . . ~ CITY OF SEWARD, ALASKA RESOLUTION NO. 83-17 Page 2 of 2 e Section 1. The City of Seward invites the State of Alaska to select the Seward Marine Industrial Center as the site of the State's new maximum security prison. Section 2.
