CITY OF SEWARD, ALASKA
RESOLUTION NO. 83-21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE PURCHASE OF MICRO-FILM EQUIPMENT AND
CONCRETE WORK FOR THE SEVENTH AVENUE GREENBELT AREA WITHOUT UTI-
LIZATION OF THE BID PROCEDURES AS SET FORTH IN SECTION
10-8 OF THE SEWARD CITY CODE
WHEREAS, the City Administration presented to the City Council at
its regular meeting of May 9, 1983, the results of a comprehensive study of
prevailing rates for the purchase of concrete; and
WHEREAS, there is only one vendor in the Seward area, METCO, Inc.,
dealing in concrete; and
WHEREAS, the Finance Director has outlined for Council the results
of his research into the cost of microfilming City documents; and
WHEREAS, the purchase of microfilm equipment and in-house filming
would be more cost-effective than contracting with an independent micro-
filming firm; and
WHEREAS, complying with the bidding procedures of Section 10-8 of
the Seward City Code would be time consuming and costly;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. In accordance with Section 10-8(g) of the Seward City
Code, the City Council finds that it is in the public interest to waive the
bidding procedures as outline in Section 10-8 of the Code for the purchase
of micro-film equipment for the Finance Department and concrete work for the
Seventh Avenue Greenbelt area.
Section 2. The City Administration is hereby authorized to sole-
source purchase micro-film equipment from Alpha Micro-film Technology in an
amount not to exceed $11,245.
Section 3. The City Administration is further authorized to execute
a sole-source contract with METCO, Inc. for concrete work in the Seventh Ave-
nue Greenbelt area in an amount not to exceed $28,000.
Section 4. This resolution shall take effect immediately upon its
adoption.
