CITY OF SEWARD, ALASKA
RESOLUTION NO. 83-25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER TO ELLING
HALVORSON, INC. FOR EQUIPMENT AND LABOR TO COMPLETE THE REPLACEMENT
OF APPROXIMATELY 150 FEET OF SEWER LINE WITHOUT FULL UTILIZATION OF
THE BID PROCEDURE SET FORTH IN SECTION 10-8 OF THE SEWARD CITY CODE.
WHEREAS, as set forth by the City Utilities Manager in his mem-
orandum dated May 18, 1983, to the City Council, the City has replaced
approximately 150 feet of sewer as required by the EPA 201 project, and
WHEREAS, preparation of bid documents and administrative expenses
would add to the cost of the project, and
WHEREAS, bid advertisement procedures and award would delay the
accomplishment of the work and would greatly add to the project cost,
and
WHEREAS, the Alaska Department of Environmental Conservation has
granted its approval to utilize Elling Halvorson, Inc. on a sole-source
basis, and
WHEREAS, there are sufficient funds for the project available from
the EPA Sewer, Project No. 210000, to cover all expenses, and
WHEREAS, the cost of preparing bid documents, bid solicitations,
and the bidding procedure would in all probability exceed any economies
to be achieved by reason of going to public bid, and
WHEREAS, an estimate of the accomplishment of the work by Elling
Halvorson, Inc., has been determined to be $8,700.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. That the requirements of section 10-8 of the Seward
City Code would be burdensome to comply with by the City and it would be
in the public interest to accomplish the replacement of 150 feet of sewer
line as required by the EPA 201 Project by Purchase Order to Elling
Halvorson, Inc.
Section 2. That the City Manager of the City of Seward is authorized
to issue a Purchase Order to Elling Halvorson, Inc. to supply equipment
and labor to complete the work for an amount not to exceed Eight Thousand
Seven Hundred and no/100 Dollars ($8,700).
Section 3. The City Manager of the City of Seward is authorized to
provide City force account materials, labor and equipment to aid the
completion of the work for an amount not to exceed Seven Thousand and
no/100 Dollars ($7,000).

Section 4. The expenses for performing the sewer line replacement
are to be charged to the EPA Sewer Project No. 210000.
