RESOLUTION NO. 84-1
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF FOUR
RADAR UNITS FOR THE POLICE DEPARTMENT WITHOUT FULL
UTILIZATION OF THE BID PROCEDURES SET FORTH IN SECTION
10-8 OF THE SEWARD CITY CODE
WHEREAS, the City of Seward Police Department is a participant
in a State of Alaska grant, entitled the REDDI project; and
WHEREAS, the City of Seward Police Department is in need of a
radar unit, and has participated in the aforementioned project, which
will pay for the radar unit, and for three other radar units to be
distributed to other area Police Agencies; and
WHEREAS, the City Police Chief has investigated the usage of
radar units in the Kenai Peninsula Borough; and
WHEREAS, it was discovered that one specific brand of radar
unit was being used with minimal requirements for service, good response
to service requests, and effectiveness in the field; and
WHEREAS, one company produces this radar unit, namely, the
Decatur Electronics Company of Decatur, Illinois; and
WHEREAS, other units produced do not fulfill the requirements
of the City of Seward Police Department; and
WHEREAS, formal bid solicitation and the drafting of formal
bid documents would be superfluous; and
WHEREAS, the radar units are to be purchased by funding
provided by another Agency;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Compliance with Section 10-8 of the Seward City
Code would be both burdensome and cost prohibitive and it would be in
the public interest to purchase radar units which are most effective in
operation.
Section 2. The City Manager is hereby authorized to purchase
four Decatur radar units from Decatur Electronics for an amount not to
exceed Seven Thousand One Hundred and Forty and No/100ths Dollars
($7,140) .
Section 3. This resolution shall take effect immediately upon
its adoption.
