CITY OF SEWARD, ALASKA
RESOLUTION NO. 85-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, IN SUPPORT OF THE COMPLETION
OF THE SEWARD GRAIN TERMINAL PROJECT
WHEREAS, the State of Alaska halted construction of the Seward
Grain Terminal project; and
WHEREAS, to date, State expenditures for construction of the
still incomplete project have totalled approximately $4 Million; and
WHEREAS, the cost of storing the structures purchased for
installation at the Seward Grain Terminal and other expenses associated
with the halted project are approximately $40 Thousand annually; and
WHEREAS, cancellation of the Seward Grain Terminal project by
the State has had an adverse impact on the agriculture and livestock
industry in interior Alaska; and
WHEREAS, the export of Alaska resources supports the economic
development goal of the State of Alaska; and
WHEREAS, storage and loading facilities at a port are critical
to the export of grain; and
WHEREAS, interior farmers are now producing sufficient grain
to cause political leaders to once again consider advancing the project;
and
WHEREAS, the Fairbanks North Star Borough, in conjunction with
other railbelt communities, has contracted with Carl Angstrom to develop
a grain terminal feasibility study;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Honorable Bill Sheffield, Governor of the
State of Alaska, is hereby requested to appropriate sufficient funds to
assure completion of the Seward Grain Terminal project.

Section 4. This resolution shall take effect immediately upon
its adoption.
