CITY OF SEWARD, ALASKA
RESOLUTION NO. 95-142
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING SIGNERS FOR
SEWARD GENERAL HOSPITAL BANK ACCOUNTS
WHEREAS, Seward General Hospital is in financial crisis; and
WHEREAS, through resignations and term expirations, the seven-member hospital board
has declined to three members which is less than the amount constituting a quorum to conduct
business; and
WHEREAS, these events prompted the City Council to enact Emergency Ordinance No. 95-
18, abolishing the Community Hospital Board; and
WHEREAS, the Hospital's bank accounts require two signatures on all checks; and
WHEREAS, four of the five approved check signers are no longer associated with Seward
General Hospital as members of the Board or hospital administration; and
WHEREAS, it is imperative that new signers be added to the Hospital's accounts
immediately to prevent any further disruption in its financial management;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Council finds that the circumstances described herein constitute an
emergency warranting the addition of this resolution to the City Council Agenda of November 27,
1995; and
Section 2. Any two of the following are hereby authorized to sign checks on behalf of
Seward General Hospital:
Ronald A. Garzini, City Manager
Michael Yanez, Interim Hospital Administrator
Rick Gifford, Director of Finance (City)
Alan Streeter, Chief Financial Officer (SGH)

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th
day of November, 1995.
