RESOLUTION NO. 3" S-33
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, CALLING FOR A SPECIAL ADVISORY ELECTION
RELATIVE TO A PROPOSAL THAT THE CITY OPT INTO THE
PUBLIC EMPLOYMENT RELATIONS ACT
WHEREAS, on September 8, 1975, the Seward City Co cil enacted
Ordinance No. 412, opting out of the Public Employment elations Act
(PERA); and
WHEREAS, the International Brotherhood 0 Electrical Workers
(IBEW) has petitioned the City Council to opt ba into PERA in order
that the City of Seward would be required t follow PERA mandates
regarding its relations with its public employ s; and
WHEREAS, the City Council desir s to know the wish of the
voters of the City of Seward before tak g any action with respect to
PERA;
NOW, THEREFORE,
OF SEWARD, ALASKA, that:
ED BY THE CITY COUNCIL OF THE CITY
Section 1. A advisory election shall be held on
Tuesday, May 7, 1985, in the ty of Seward, Alaska, for the purpose of
submitting the following pro osition to the qualified voters of the City
of Seward for approval or jection:
Shall the C Council of the City of Seward,
Alaska, waiv the exemption to the applicability of
the Public Employment Relations Act as previously
exercised by the City in 1975, thereby rescinding
Ordinan No. 412?
Sect. on 2. The foregoing proposition shall be printed on a
ballot which ay set forth other propositions, and the proposition set
forth in S tion 1 shall be printed in full and the following words
shall be ded as appropriate and next to a space provided for marking
the ball t:

Section 3. A person may vote at this election who possesses
the qualifications set forth in AS 15.05.101 and who is registered to
vote pursuant to Chapter 7 of Title 15 of the Alaska Statutes (AS

15.07.101, et. seq.). The election shall be conducted in compliance
with the procedures established in Chapter 8 of the Seward City Code.
Section 4. This election shall be an advisory electiop. and
the City Council shall not be bound by the outcome of said election.

Section 5. This resolution shall take effectr'mrn iatly upon
it adoption. Copies of this resolution shall be posted at least 3
public places for at least 15 days prior to the election
