CITY OF SEWARD, ALASKA
RESOLUTION NO. 85-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, REQUESTING A COOPERATIVE AGREEMENT AMONG THE
FEDERAL GOVERNMENT, STATE OF ALASKA, KENAI PENINSULA BOROUGH,
AND THE CITY OF SEWARD FOR MAINTENANCE AND UPGRADE OF
LOWELL POINT ROAD
WHEREAS, Lowell Point Road provides access to one of Alaska's
finest potential recreation areas; and
WHEREAS, Lowell Point Road is utilized by visitors to the
community on a regular basis during the summer months; and
WHEREAS, Lowell Point Road will eventually serve as tourist
access to Caines Head State Park; and
WHEREAS, tourism is a high priority of the Kenai Peninsula
Borough and the state of Alaska, and the state of Alaska is making extra
efforts through Caines Head State Park which will increase traffic on
Lowell Point Road; and
WHEREAS, Lowell Point Road needs maintenance beyond the
capability of the city of Seward; and
WHEREAS, access to Lowell Point by road was made possible in
connection with the Pioneer Access Road program supported by the State
of Alaska; and
WHEREAS, the status of Lowell Point Road has been a long
standing dispute among residents of the area, tourists to the area, the
city of Seward and the State Department of Tranpsortation and Public
Facilities;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council of the city of Seward feels it is
that a cooperative arrangement be drafted by the federal

Section 3. This resolution shall take effect immediately upon
