HomeMy WebLinkAboutOrd2001-001 I I I Sponsored by: Janke Introduction Date: January 22, 2001 Public Hearing Date: February 12,2001 Enactment date: February 12,2001 CITY OF SEWARD, ALASKA ORDINANCE 2001-01 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING SEWARD CITY CODE, SO REFERENCES TO JOB TITLES ARE CONSISTENT WITH NEWLY ADOPTED JOB TITLES WHEREAS, the Seward City Council approved Resolution 2001-007 which reorganized the Administration and Finance Departments; and WHEREAS, some position new titles were assigned in the Finance Department; and WHEREAS, a complete search ofthe code was performed and the following changes are suggested. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: strike out = deletion hold italics = additions Section 1. Seward City Code is amended to read as follows: 2.20.015 Appointments to certain positions. Appointments to the following positions shall be made by the city manager, with approval of the council: 1. manager of engineering and utilities, 2. chief of police, 3. dircett'lI offinaIlcc and administrativc sCf\iecs,finance director, 4. fire chief. (Ord. 483, 9 l(part), 1980; Ord. 96-07) 2.25.040 Finance department--establisbed. There is established the city of Seward finance department. The principal officer shall be the direetor 5f ftnanee and administrati v c ser . iccs finance director who shall fulfill the duties and have the responsibilities as set forth in the employee's job description, and who shall be subject to the direction and supervision of the city manager (see S 2.20.015 regarding council approval of appointment). (Ord. 493, S 1 (part), 1980; Ord. 96-07) CITY OF SEWARD, ALASKA ORDINANCE 2001-01 5.01.045 Payrolls. Payrolls shall be submitted to the city manager for approval, and upon approval the city e(HIlptrollcr finance director shall issue his warrants in payment thereof when due. It shall not be necessary for the city celll:ptrallcr finance director to encumber in advance or to certify as to the availability of funds appropriated for pcr86fl.lil personnel services, except those obtained on a contractual basis; provided, that upon issuance of such warrants, the city comptrel1c:l finance director shall immediately cause the appropriate funds to be encumbered to the extent of the warrants issued. (Ord. 349, S 4.116,1966) 5.05.025 Contingent accounts. The budget may contain contingent accounts which shall read as follows: "The contingent account ofthe city shall be expended only on written authorization ofthe city manager for items for which no provision or insufficient provision has been made by the appropriations contained in the budget." Expenditures from the contingent account shall be reported monthly in the cernptrollcr'g finance director's report to the council. (Ord. 349, S 4.103, 1966) 5.05.030 Unencumbered balances of appropriations.l A. The necessary accounting records shall be maintained to reflect the unencumbered balances of all appropriations. In determining the unencumbered balances of appropriations, the estimated amounts of commitments for goods or services ordered but not paid for shall be taken into consideration, and the cmnptrollerfinance director shall submit to the council and the city manager a monthly report of all unencumbered balances. B. Unencumbered appropriation balances may be transferred to any department by the city manager at any time. At the request ofthe city manager, or on its own initiative, the council may transfer unencumbered balances from one office, department or agency to another. C. The city manager shall submit periodically to the council information comparing estimated and actual revenues and expenditures to the end of the preceding month. (Ord. 349, ~ 4.105,1966) 5.01.035 Collection of revenues and proceeds from securities. All revenues and proceeds from securities owned by the city shall be collected by the city clerk finance director promptly when due and reported immediately by him to the city comptmllcr manager. (Ord. 349, ~ 4.113, 1966) 6.01.030 Certifying purchase orders and contracts. I I I CITY OF SEWARD, ALASKA ORDINANCE 2001-01 The city finance director shall attach to each contract a signed certificate signed by him, and there shall be attached to and included in each purchase order a certificate of the finance director that the established amount of money to meet the obligation of the city by such contract or purchase order has been lawfully appropriated and in the proper form and in the process of collection to the credit of the fund involved, the current fiscal year, and to involve expenditures of money in future years, the finance director shall only certify as to money estimated to be paid by the city thereunder during the current fiscal year. (Ord. 615, 1989) Section 2. This ordinance shall take effect ten (10) days following it's enactment. ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this 12th day of February, 2001.
