CITY OF SEWARD, ALASKA
RESOLUTION NO. 83-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE PURCHASE OF TWO PATROL VEHICLES FOR THE
POLICE DEPARTMENT WITHOUT FULL UTILIZATION OF THE BID PROCEDURES SET
FORTH IN SECTION 10-8 OF THE SEWARD CITY CODE
WHEREAS, the City of Seward Police Department is in need of two
additional patrol vehicles; and
WHEREAS, the City Police Chief has solicited price quotations for
these vehicles, listing in the solicitation those particular requirements
of the City of Seward Police Department; and
WHEREAS, such solicitations were sent to automobile dealers in
the Anchorage and Kenai Peninsula areas; and
WHEREAS, all of the potential bidders from whom bids were requested
are substantial automobile dealers with excellent credit ratings and proven
abilities to supply vehicles which have been contracted for purchase; and
WHEREAS, the cost of formal bid solicitation and the drafting of
formal bid documents would be prohibitive; and
WHEREAS, a requirement of a bidder's bond or cash certificate would
be superfluous; and
WHEREAS, a contract for purchase would be expensive to prepare and
there are standard form contracts prepared by manufacturers for purchase of
vehicles; and
WHEREAS, the purchase is a budgeted item within the budget of the
Police Department;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. Compliance with Section 10-8 of the Seward City Code
would be both burdensome and cost prohibitive and it would be in the public
interest to accept the lowest responsible bid meeting all of the specifica-
tions contained in the solicitation.
Section 2. The price quotation of Hutchings Chevrolet in the
amount of Twenty-One Thousand Three Hundred Thirty-Six and no/100Ths Dol-
lars ($21,336.00) is the only bid received meeting all specifications as
contained in the solicitation.

Section 3. The City Manager is hereby authorized to purchase a
1983 and a 1984 four-door sedan from Hutchings Chevrolet for an amount not
to exceed Twenty-One Thousand Three Hundred Thirty-Six and no/l00Ths Dollars
($21,336.00).
Section 4. This resolution shall take effect immediately upon its
adoption.
