RESOLUTION NO. 83-54
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THAT SOLE SOURCE LEASE PROCEEDINGS
BE INITIATED FOR A PORTION OF TRACT A, NORTH HARBOR SUBDIVISION
TO MR. JIM PRUITT FOR THE PURPOSE OF MAINTAINING AND OPERATING
A SELF-SERVICE GAS STATION AND CAR WASH
WHEREAS, for the past five years, Mr. Jim Pruitt has held a
lease with the City of Seward for a 2,000 square foot parcel of land in
a portion of Tract A, North Harbor Subdivision, for the purposes of
operating a car wash; and
WHEREAS, the business has been successful when open, but does
not generate enough revenue to justify the attendant necessary to
minimize the vandalism that has forced the untimely shut-down of the car
wash; and
WHEREAS, Mr. Pruitt has requested that his leased area be
extended to a total of 20,000 square feet in order to accommodate a
self-service gas station operation along with the car wash; and
WHEREAS, a self-service gas station in conjunction with the
car wash would generate enough revenue to justify an attendant; and
WHEREAS, the proposed Small Boat Harbor Master Plan does
identify the property requested as being available for lease, and a car
wash/gas station operation would be desired business in the Small Boat
Harbor area; and
WHEREAS, based on the City of Seward Code, there are certain
procedures that must be followed in the course of disposal of public
land by sole source methods;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to proceed with the
necessary steps to dispose of the southerly portion of Tract A, North
Harbor Subdivision, by sole source lease.
Section 2. This resolution shall take effect immediately upon
its adoption.
