RESOLUTION NO. 83-77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE
ORDER TO MURPHY, CARPENTER AND COMPANY FOR DESIGN AND PRO-
DUCTION OF A PROMOTIONAL EXHIBIT FOR FISH EXPO, WITHOUT
FULL UTILIZATION FO THE BID PROCEDURE SET FORTH IN SECTION
10-8 OF THE SEWARD CITY CODE, AND APPROPRIATING FUNDS FOR
FISH EXPO FROM THE GENERAL FUND - FUND BALANCE TO THE
ECONOMIC DEVELOPMENT/COMMUNITY PROMOTION BUDGET
WHEREAS, the City of Seward has invested in excess of $36 million
in the development of the Seward Marine Industrial Center, with the
shiplift becoming operational by July 1984; and
WHEREAS, Fish Expo '83 provides an excellent opportunity for the
City of Seward to participate with over 1,000 other exhibitors in presenting
its message to the many fisherman, vessel owners and marine oriented busi-
nesses that will be attending; and
WHEREAS, there is a need to develop and present the City's message of
a full service port, in a visible and professional manner at not only the
Fish Expo, but other conferences and conventions; and
WHEREAS, in order to put forth a personal and committed image, it is
necessary that representatives of the City be present at the Expo to
discuss the City's services and to be able to answer questions of propective
patrons; and
WHEREAS, time is of the essence to complete such an exhibit prior to
the October 24, 1984 opening of Fish Expo; and
WHEREAS, Murphy, Carpenter and Company is a reputable design and
advertising firm whose work is of excellent quality and reasonable price; and
WHEREAS, there are funds available in the Genral Fund-Fund Balance; and
WHEREAS, following the bid procedures as outlined in Section 10-8 of
the Seward City Code would be cumbersome and time consuming propostion when
a project such as this revolves around the concept and theme design as much
as the price.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, THAT:

Section 2. The City Manager of the City of Seward is authorized to
issue a Purchase Order to Murphy, Carpenter and Company to design and
supply a promotional exhibit, slide show and flyer for an amount not to
exceed Twenty Thousand and no hundreths dollars ($20,000,00).
Section 3. The sum of Twenty-seven thousand, five hundred four and
no hundreths dollars ($27,504.00) is appropriated from the General Fund
Fund Balance to the Economic Development/Community Promotion bugets as
follows:
