HomeMy WebLinkAboutRes1983-091 . . . ~ t CITY OF SEWARD, ALASKA RESOLUTION NO. 83-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ADOPTING THE SMALL BOAT HARBOR UPLANDS MANAGEMENT MASTER PLAN WHEREAS, the City of Seward has developed its marina into one of the finest facilities in the State of Alaska; and WHEREAS, the economy of Seward is developing in such a manner that there are ever increasing requests from the private sector for lands wi thin the marina area for establishment of private businesses; and WHEREAS, the Seward Small Boat Harbor, being one of the primary harbors serving the recreational boat owners of the greater Anchorage area, suffers from overcrowded conditions both for moorage and uplands uses; and WHEREAS, the Ci ty of Seward, wishing to serve the pub 1ic in the best manner possible, recognizes the need for proper planning in order to more efficiently utilize the limited waterfront that is avail- able; and WHEREAS, numerous public hearings have been conducted to solicit public input into an upland management plan; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The Seward Small Boat Harbor Uplands Management Master Plan, attached hereto and incorporated herein as part of this resolution, is adopted to provide guidelines in the development and management of the Seward Small Boat Harbor; provided that no leasing or other development of the boardwalk areas take place without prior approval by the Council (after public hearing) of the development plans for those areas with such restrictions as may be necessary to enhance future development without unduly detracting from existing uses of adjoining areas. CRIPPS, ~R -1- . . . . e CITY OF SEWARD, ALASKA RESOLUTION NO. 83-91 PLAN: OBJECTIVE: DESCRIPTIONS: Area 1 - Area 2 - Area 3 - Area 4 - Area Sa - Area 5b - Area 5c - SEWARD SMALL BOAT HARBOR UPLANDS MANAGEMENT MASTER PLAN The Master Plan consists of the attached map and the area descriptions as listed below. The Plan covers the area bounded by the Lagoon drainage ditch on the South, the Seward Highway on the West, Old Airport Road to the North, the Alaska Railroad Reserve to the Northeast and the shoreline. To provide the City Council and the City Administration with long term management direction for the Small Boat Harbor uplands, in particular as it relates to leases, land uses and construction. Adherence to the Plan will allow for the effective utilization of limited waterfront for development in support of the Small Boat Harbor fleet. Past use has included boat trailer storage. This area is considered to be part of the Greenbelt and managed accordingly. There will be no storage of boats, trail- ers, cradles or vehicles in this area. Year-round camping area for self-contained recreational vehicles. No storage or parking of boats, cradles, trailers or non-recreational vehicles. Trailers hitched to RV's with permits using the site for camping will be allowed. Pave and stripe the area for effective utiliza- tion of the site. Parking lot for long and short term use. No camping al- lowed. Pave and stripe the area for single vehicles and vehicles with trailers. Waterfront area maintained for municipal and public uses such as the Harbormaster's Office, boat ramp, pavilion, restrooms, Chamber of Commerce, monuments, etc. Lease to private sector for development of businesses consistent with the needs of the Small Boat Harbor users. Lease to private sector for industrial, water dependent developments. In the near future, utilize for short term parking. Upon acquiring title to the land from the Alaska Railroad, lease waterfront side to the private sector for water- related businesses consistent with the needs of the Small -3- . . . e e CITY OF SEWARD, ALASKA RESOLUTION NO. 83-91 Area 5d - Area 6 - Area 7 - Area 8 - Area 9 - Area 10 - Area lla - Area lib - Area 12 - Area 13 - Area 14 - Area 15 - IMPLEMENTATION: Boat Harbor users. The remainder of the site will continue to be used for short term parking. Lease to private businesses for the purpose of establishing small shops in conjunction with the development of a boardwalk along the waterfront. The structures would be developed in such a manner as to be unobtrusive, blend in with the waterfront setting and become as much a part of the boardwalk as possible. Potential site for a second boat launching ramp. Leased to the Coast Guard for an Operations Center. Long-term parking during summer season, and dry boat storage during the winter months. All boats would have to be either put in the water or moved to private storage during the summer season. The City's recreational vehicle dump station is located within this area. Short-term parking. Vacant. Site encumbered by power lines and poles, sewer lift station and thru traffic barricades. Short-term boat repairs requiring electrical power out- lets and transportation by the Marine Travelift. No storage of boats, trailers, cradles or vehicles. The grid is for short-term repairs between tides. No up- land storage or work. Site for a crane to lift boats that will not fit on the Marine Trave1ift or the boat ramp. Armed Forces Boat Dispatch Center. of Engineers. Site owned by Corps Short-term parking to support the Harbormaster's Office and local businesses. Public boardwalk to allow pedestrian movement along the waterfront and access to small shops. Private parcels. The Land Use Plan for the City these sites as Auto-oriented Commercial. Assigned City Departments will establish the neces- sary ordinances for Council approval that will enable the City to implement and enforce the parking and storage regulations necessary to put the planned land uses in effect. TIME: The Plan as presented will be in effect upon approval of this resolution by the City Council.
