RESOLUTION 2006-083
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ENDORSING THE LONG TERM CARE SITE LAYOUT
CONCEPT AS ATTACHED HERETO
WHEREAS, the new Seward Long Term Care facility, (LTC) is a "Greenhouse @ Project"
as adopted by Seward City Council on January 9,2006 through Resolution 2006-04; and
WHEREAS, City Council approved Resolution 2006-71 authorizing the City Manager to
proceed with the acquisition ofland in Forest Acres Subdivision for the site for the LTC facility,
subject to capital financing and other specific conditions; and
WHEREAS, the proposed final site layout concept was shared and discussed with the
community in a variety of ways, including two LTC site public meetings on Thursday June 22, 2006
and Tuesday July 11, 2006 gathering public input; and
WHEREAS, a flyer discussing the site concept was mailed to III residents in both the
Forest Acres and Afognak Acres Subdivisions and was also published in the July 6,2006 edition of
the Seward Phoenix Log to invite and capture additional public input; and

WHEREAS, the essence of being a Greenhouse@ facility is having a facility that includes
all the amenities of a home, including private personalized bedrooms with private bathrooms, a
warm hearth area, private laundry etc., and each of the four homes will house 10 residents; and
WHEREAS, the fundamental idea behind the proposed layout is to include and embrace the
residents of the Greenhouse @ Long Term Care facility into the adjacent neighborhoods and into our
community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The Long Term Care site layout as presented at this meeting for the site selection
in Forest Acres Subdivision is hereby approved as attached hereto.
Section 2. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 24 day of July,

Agenda Item: Endorsement of the Long Term Care Site Layout located in the Forest Acres
Subdivision
BACKGROUND & JUSTIFICATION

On June 12 2006, the Seward City Council approved Resolution 2006-71, which authorized the
purchase of approximately 25 acres in the Forest Acres subdivision for the new site for the long-
term care replacement facility, subject to conditions.
The purchase of the property was a result of significant and costly natural site deficiencies at the
original LTC site located at the Fort Raymond Subdivision. The switch in site location naturally
added delays to the overall project design timeline. To avoid major financial impacts from the
delays, staff has conducted geotechnical investigations, started the survey process, and
conducted a Phase 1 environmental assessment. Based on the results of this information, and on
information gathered through meetings with hospital staff, user groups, the public, and City staff,
a concept for Seward’s Long Term Care Facility has been developed. The concept was
developed through multiple meetings and site visits from the LTC design team which includes
Architects Alaska, City staff, CRW, and Providence staff.
Although the overall layout of the buildings on the new site is necessarily different than the
layout proposed on the former site, the residential buildings and Commons building design and
look remains unchanged.
The fundamental idea behind the proposed site layout is to include and embrace the residents
of the Greenhouse® Long Term Care Facility into the adjacent neighborhoods and into our
community.
The concept was shared and discussed with the general public in a variety of ways. Staff held
two Long Term Care Site public meetings on Thursday, June 22, 2006 and on Tuesday, July 11,
2006 gathering public input. The attached flyer, discussing the site concept, was mailed to 111
homes in both the Forest Acres and Afognak Acres subdivisions. The concept was also

published in the July 6 edition of the Seward Phoenix Log to capture additional public input.
The LTC design team requests Council’s endorsement of the Site Concept for the Long Term
Care Facility located in the Forest Acres Subdivision, in order to move forward with final design.
CONSISTENCY CHECKLIST
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.

FISCAL NOTE
There is no fiscal impact associated with approval of this resolution. Funding for design has
been previously appropriated, and estimated construction costs will be determined in a
construction RFP to be distributed after the design work and design documents have been
finalized.
