RESOLUTION 2006-089
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE
ALASKA HIGHWAY SAFETY OFFICE HIGHWAY SAFETY MINI-GRANT
IN THE AMOUNT OF $20,001.00 FOR THE PURCHASE OF FIVE IN-CAR
CAMERA SYSTEMS
WHEREAS, the Seward Police Department has been awarded the Alaska Highway Safety
Office, Highway Safety Mini-Grant in the amount of $20,00 1; and
WHEREAS, the Grant Agreement requires Council acceptance of the grant and a local
match of six thousand six hundred sixty-seven dollars ($6,667.00); and
WHEREAS, the Seward Police Department can absorb the match within the current
operating budget; and
WHEREAS, these funds will be used to purchase five (5) in-car camera systems; and

WHEREAS, the District Attorney's Office is requesting we obtain a camera system; and
WHEREAS, the in-car camera systems have the ability to pre-record before the emergency
equipment is activated. The cameras have proven invaluable in court when entered into evidence.
The system often saves court time, since frequently when the video footage is replayed the fine is
paid or a guilty plea is entered; and
WHEREAS, in-car camera systems also provide added protection to the City in that the
video footage can be used to substantiate events.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City of Seward hereby accepts the Alaska Highway Safety Office Highway
Safety (AHSOHS) mini-grant in the amount of $20,001 to fund the purchase of five (5) in-car
camera systems.
Section 2. Funding in the amount of$20,001 is hereby appropriated from the AHSOHS mini
grant account no. 101-0000-4680-0200 to the police department equipment account no. 101-1210-
5930.

Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th day of
August, 2006.

Agenda Item: Accept Grant funds from the Alaska Highway
Safety Office
BACKGROUND & JUSTIFICATION:
The City of Seward, Seward Police Department, submitted a Highway Safety mini-grant proposal to
purchase five (5) camera units to be installed in Police Department Cruisers.
The in-car camera systems have the ability to pre-record before the emergency equipment is activated
and the cameras have proven invaluable in court when entered into evidence. The system often saves
court time; since frequently when the video footage is replayed the fine is paid or a guilty plea is
entered it also provides added protection to the City in that the video footage can be used to
substantiate events.
The total project cost is $26,668.00. The grant amount is not to exceed $20,001.00, with a local
match of at least $6,667.00. Due in part to a trade in of failing equipment, which netted the Police
Department $4303.00, the matching funds will be available in the budgeted operating fund.
CONSISTENCY CHECKLIST:
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
FISCAL NOTE:
No additional appropriation will be required.

City Council approve resolution 2006-89, accepting the Alaska Highway Safety Office Highway
Safety Mini-grant in the amount of $20,001.00, and appropriating the local matching funds of
$6,667.00 from the Police Department operating budget account number 101-1210-5460.
