CITY OF SEWARD, ALASKA RESOLUTION 2006-96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ESTABLISHING THE CITY'S NUMBER ONE CAPITAL IMPROVEMENT PROJECT FOR 2007 AS THE DESIGN AND CONSTRUCTION OF A 520,000 GALLON WATER STORAGE TANK WHEREAS, the City's current water storage capacities are inadequate; and WHEREAS, this capital improvement project is in the best interest of public health and safety; and WHEREAS, this project is needed to prevent the possibility ofloss oflife and property due to lack of water supply; and WHEREAS, due to the close proximity of the two storage tanks currently used and their isolation from the well field at Fort Raymond, the chances of a distribution system failure increases; and WHEREAS, it's in the best interest of the public to provide adequate water supply. .... NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is hereby authorized to consider the design and construction of a 520,000 gallon water storage tank as the number one priority for the 2007 capital projects. Section 2. Casey, Public Works Director Agenda Item: A Resolution prioritizing the design and construction of a 520,000 gallon water storage tank making this a priority for the 2007 capital improvement projects BACKGROUND & JUSTIFICATION: This project consists of planning, engineering, and construction of a 520,000 gallon water storage tank. Preliminary site selection and design efforts by CRW have been underway since 2001. This project is an effort by the City of Seward to ensure public health, by maintaining continuity of water system pressure and adequate fire response flows, through the addition of increased water storage capacity. Maintaining water system pressure and sufficient quantities of storage during the busy summer season is needed, and fire protection is constantly a challenge for the City’s water department. In the event of a fire, the city will run out of drinking water until the fisheries and cruise ships are shut down. At times, to conserve and allow the tanks to re- build pressure, the fishery has been asked to cut back on their usage. Cruise ships have been asked to stop filling from the City’s water system for up to four hours. The Administration believes that it is only through due diligence by the staff (shutting the cruise ships and fisheries down, and physically checking the tank levels periodically throughout the day) that the community has not experienced an adverse event. A combination of low system pressure and the need to fight a fire could result in some back-siphoning and potential for cross connection, indicating the need for additional water storage capacities. The City anticipates the need of this new 520,000 gallon storage tank to provide the buffer for the demands. It should also be noted that two of the City’s water storage tanks are located side by side in the downtown area (up Lowell Canyon), approximately 1.5 miles from the five production wells (Fort Raymond). Because they are isolated from the well field by this distance, if there is a problem in the distribution system on one or both of the legs that feed into town, there would be no way to get water and fill the tanks. The new 520,000 gallon storage tank would be located in the Northwest corner of the Seward High School Property, providing a safe distance from the current tanks, in the event of a system failure. The Administration feels the addition of another storage tank would solve any potential problems with low pressure, system failure and added seasonal demands.
