CITY OF SEWARD, ALASKA RESOLUTION 2006-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH CTA ARCHITECTS ENGINEERS TO CONDUCT A STATE OF ALASKA MANDATED DESIGN REVIEW FOR THE NEW LONG TERM CARE FACILITY AND APPROPRIATE FUNDING FOR AN AMOUNT NOT TO EXCEED $17,000 WHEREAS, all healthcare facilities constructed in the state of Alaska require a health Facility Construction License as required by Title 7, Chapter 9 of the Alaska Administrative Code (AAC); and WHEREAS, the new Long Term Care Facility will be a Greenhouse facility which when constructed will be the first of its kind in the State of Alaska; and WHEREAS, SCC 6.10.120 (8) allows for spccialized products and professional services to be exempt from competitive procurement procedures; and WHEREAS, City Administration exerciscd due diligence by soliciting quotes for the ..... specialized services required for this project; and WHEREAS, Title 7 and Chapter 9 of the AAC mandates a Health Facility Construction License include "a letter by a third party engineering firm certifying that the design and construction drawings and specifications for the health facility meet the requirements of7AAC 12.437, 7AAC 12.900 and other applicable state and local fire safcty, electrical, building, plumbing, mechanical, and construction codes"; and WHEREAS, CT A Architects Engineers met all of the pertinent qualifications and did provide the lowest ofthe three quotes solicited to perform the services required to fulfill the State of Alaska required engincering review certification for our Long Term Care Facility design; and WHEREAS, CT A Architects Engineers is familiar with both the Greenhouse model of care and healthcare design in general. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: '-- Section 1. Funding is approved in an amount not to exceed $17,000 (includes a 10% contingency), to be appropriated from account # 670-6700-5390 to CTA Architects Engineers to conduct a State of Alaska mandatcd design review for the new Long Term Care Facility. The City Manager is authorized to enter into a professional services contract with CTA Architects Engineers not to exceed $17,000 in regards to conducting a State of Alaska mandated design review for the new LTC Facility. Council Agenda Statement Meeting Date: October 9,2006 To: Clark Corbridge, City Manager From: Tom Shepard, Project Manager Agenda Item: Approve funding not to exceed $17,000 to conduct a State of Alaska mandated design review for the new Long Term Care Facility BACKGROUND & JUSTIFICATION : The City of Seward is in the final stages of design for the new Long Term Care (LTC) facility that will be located in North Forest Acres. The new facility will be a Greenhouse facility which, when constructed, will be the first of its kind in the state of Alaska. All health care facilities constructed in the state of Alaska require a Health Facility Construction License from the state of Alaska as required by Title 7, Chapter 9 of the Alaska Administrative Code. Part of this licensing requirements is that state of Alaska obtains “a letter by a third party engineering firm certifying that the design and construction drawings and specifications for the health facility meet the requirements of 7AAC 12.437, 7AAC 12.900 and other applicable state and local fire safety, electrical, building, plumbing, mechanical, and construction codes.” (7 AAC 09.030). On August 24, 2006 Administration solicited quotes from three engineering firms familiar with both the “Greenhouse” model of care and familiar with healthcare design in general. Administration elected not to conduct a true competitive bid procedure due to the unique qualities of the scope of work. These unique qualities include being familiar with the Greenhouse model of healthcare that our new LTC facility will be; being familiar with healthcare design standards, etc…This thought process is in line with SCC 6.10.120 (8) as it pertains to professional services. CTA Architects Engineers met all of the pertinent qualifications and did provide the lowest quote of the three to fulfill the state of Alaska required engineering review certification for our LTC facility design. Staff is requesting Council to approve funding not to exceed $17,000, (includes a 10% contingency), to be appropriated to CTA Architects Engineers to conduct a State of Alaska mandated design review for the new LTC Facility. CONSISTENCY CHECKLIST: Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. FISCAL NOTE: Approved by Finance Department: ________________________ RECOMMENDATION : Council approve Resolution 2006- authorizing the City Manager to enter into a professional services contract with CTA Architects Engineers and to appropriate $17,000 in regards to conducting a State of Alaska mandated design review for the new LTC Facility.
