CITY OF SEWARD, ALASKA RESOLUTION 2006-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR THE SEWARD SMALL BOAT HARBOR SOUTH HARBOR FLOAT INSTALLATION AND UPLANDS IMPROVEMENT FOR AN AMOUNT NOT TO EXCEED $2,016,489 AND APPROPRIATING FUNDS FOR THE PROJECT WHEREAS, beginning in 1998, the City began looking at ways to address the issues in the Small Boat Harbor, particularly renewing the aging and obsolete infrastructure; and WHEREAS, the City took ownership of the harbor facilities from the State, receiving approximately $3.12 million for deferred maintenance of the float system; and WHEREAS, over the past few years the City has actively pursued renovating and expanding the Small Boat Harbor; and WHEREAS, the City has utilized a combination of State and federal grants along with bonds secured by revenues from the Passenger Fees approved by City Council; and .... WHEREAS, the City solicited bids for the construction ofthe South harbor float installation and uplands improvements, and bids were received by September 25, 2006; and WHEREAS, there were four bidders; namely Harris Sand & Gravel, Inc., Swalling Construction Company, Inc., Lash Corp., and West Construction, and the apparent low bidder at opening was Harris Sand & Gravel, Inc.; and WHEREAS, the bids ranged from a low of$2,016,489 to a high of$2,538,135.80; and WHEREAS, sUilT and Tryck Nym<lI1 Hayes, Incorporated ("TNH") reviewed the bids and found the low bid by Harris Sand & Grave, Inc. to be responsive and responsible; and WHEREAS, TN Ii and staff recommended award of the construction contract to Harris Sand & Gravel, Inc. NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to negotiate and enter into an agreement in substantially the form presented at this meeting with Harris Sand & Gravel, Inc. for the construction __ services to complete this project for an amount not to exceed $2,016,489. CITY OF SEWARD, ALASKA RESOLUTION 2006-107 Section 2. The amount of$2,016,489 is hereby appropriated for this purpose from South Harbor Revenue Bonds Account to South Harbor Capital Project account no. 274-2744-5925. Section 3. Ransom, Harbormaster Agenda Item: Resolution to Authorize a Construction Contract with Harris Sand & Gravel, Inc. for the South Harbor Float Installation and Uplands Improvement Project for an Amount Not to Exceed $2,016,489 BACKGROUND & JUSTIFICATION: Working with Tryck Nyman Hayes Incorporated (“TNH”), the City solicited bids for the construction of the South harbor float installation and uplands improvements. Four bids were received by the September 25, 2006 deadline. The four bidders were Harris Sand & Gravel, Inc., Swalling Construction Company, Inc., Lash Corp., and West Construction. The lowest bidder at opening was Harris Sand & Gravel, Inc. The bids ranged from a low of $2,016,489 to a high of $2,538,135.80. Staff and TNH reviewed the bids and found the low bid by Harris Sand & Gravel, Inc. to be responsive and responsible. TNH and staff recommend award of the construction contract to Harris Sand & Gravel, Inc. of Valdez, Alaska. CONSISTENCY CHECKLIST: Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. FISCAL NOTE: Approved by Finance Department RECOMMENDATION: Council approve Resolution 2006-___ approving a construction contract in an amount not to exceed $2,016,489 with Harris Sand & Gravel, Inc. for the South Harbor Float Installation and Uplands Improvement Project.
