RESOLUTION 2006-136
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, RE-APPROPRIATING $23,000.00 FROM UNSPENT 2006
MUNICIPAL BUILDING OPERATING BUDGET TO THE 2007 BUDGET
FOR THE PURPOSE OF REPLACING THE VINTAGE 1960'S BOILER AT
CITY HALL
WHEREAS, the 2006 Public Works Department budget included funding for the
replacement of a 1960' s vintage boiler unit located at City Hall; and
WHEREAS, a scope of work was not developed during 2006 due to a desire by the Seward
City Council to complete an energy efficiency study on City facilities prior to replacing the boiler;
and
WHEREAS, the replacement ofthis boiler is a high priority for the City given the age ofthe
equipment and the necessity oftiming its replacement when such replacement will provide the least
disruption to the building and the occupants housed in the jail.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby-authorized to re-appropriate $23,000.00 from the
2006 Municipal Building Operating Budget account no. 101-1350-5930 to the 2007 Municipal
Building Operating Budget account no. 101-1350-5930 (effective January 1, 2007) for the purpose of
replacing the vintage 1960's boiler unit located at City Hall.
Section 2. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 11 th
day of December, 2006.

Agenda Item: Re-appropriating unspent boiler replacement funds
BACKGROUND & JUSTIFICATION:
The 2006 Public Works Department budget including funding for the replacement of the 1960’s
vintage boiler located in City Hall. This replacement was necessitated due to reliability issues that
have occurred over the last five years.
The public works department has postponed replacement of the boiler due, in part, to a desire by the
City Council to await the outcome of a facility energy audit conducted by Siemens in recent months.
The department has repeated requested funding for this project in recent years, and must be able to
retain this funding in order to ensure adequate funding for replacement of the boiler.
The public works staff intends to accomplish this important project in the 2007 season. We are
currently working on developing a scope of work and expect this project to be completed by the end
of summer.

Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive
Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
FISCAL NOTE:
Funding in the amount of $23,000 was appropriated in the 2006 budget but has not been spent. We
hereby request these funds to be re-appropriated to the municipal building equipment budget in 2007.

Municipal Building Operating Budget account number 101-1350-5930 to the 2007 Municipal
Building Operating Budget account number 101-1350-5930.
