CITY OF SEWARD, ALASKA RESOLUTION 2006-141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING PAYMENT TO ALCAN ELECTRIC IN THE AMOUNT OF $36,261.15 FOR EMERGENCY ELECTRICAL REPAIRS, AND APPROPRIATING FUNDS WHEREAS, in October 2006, the Seward area experienced a severe storm which brought heavy rain and flooding and left several of the City of Seward's electric customers without power; and WHEREAS, the Electric Department was unable to quickly restore power to the affected areas due to the numerous demands on the electrical crew during the period of the storm; and WHEREAS, Alcan Electric was readily available and had the equipment and manpower available to help not only with the power restoration but also to complete other time-critical projects prior to freeze-up that the electric department would not have been able to complete; and WHEREAS, the majority of the cost will be recovered through work orders charged to affected customers; and .... WHEREAS, the emergent nature of these repairs made it necessary to procure emergency assistance without competitive procurement procedures, as authorized by Seward City Code 6.10.120 (A)(2); and WHEREAS, the funding for this purchase will come from reserves in the Electric Enterprise Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Council hereby authorizes payment to Alcan Electric in an amount not to exceed Thirty-six Thousand Two Hundred Sixty One Dollars and Fifteen Cents ($36,261.15). Section 2. Funding is available from the Electric Enterprise Fund's reserve account no. 501- 0000-3050 to the Electric Department contracted services account no. 501-5400-5390. Section 3. The City Council hereby finds that it is in the public interest to authorize the emergency purchase ofthese services per Seward City Code 6.10.120 (A)(2) due to the emergency nature of the flood event. ....... Section 4. This resolution shall take effect immediately upon its adoption. COUNCIL AGENDA STATEMENT Meeting Date: December 11, 2006 Through: Administration From: Tim Barnum, Electric Utility Manager Agenda Item: Work completed by Alcan Electric due to the October Flooding BACKGROUND & JUSTIFICATION : In October 2006, the City and the surrounding area experienced significant flooding and associated power outages due to a severe storm. As part of the City’s emergency response, the Electric Department solicited prices from available contractors to assist with emergency repairs. Based on availability and price, the City engaged the services of Alcan Electric to assist with the restoration of power and clean-up efforts. The Electric Department continued to use the services of Alcan Electric after the flood in order to complete time-critical jobs before freeze-up, given that the flood event caused a delay in jobs previously intended to be complete before freeze-up.
