HomeMy WebLinkAboutRes2004-002 CITY OF SEWARD, ALASKA PORT AND COMMERCE ADVISORY BOARD RESOLUTION NO. 2004-02 A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND COMMERCE ADVISORY BOARD, RECOMMENDING A MOORAGE RATE INCREASE TIED TO THE CONSUMER PRICE INDEX WHEREAS, the current total annual revenue generated by the harbor enterprise fund covers annual expenses generated by the harbor enterprise fund; and WHEREAS, annual operating expenses have increased in conjunction with inflationary and other factors; and WHEREAS, the Harbor Enterprise Fund may sustain a negative economic impact if harbor users moved vessels to other ports a result of a significant fee increase; and, WHEREAS, tying moorage fees to inflation will allow the Harbor Enterprise Fund to incrementally adjust fees annually based on the Consumer Price Index; and WHEREAS, incremental adjustments to fees for services is preferable to large changes every ten years when a funding shortage occurs; and NOW, THEREFORE, BE IT RESOLVED AND RECOMMENDED BY THE PORT AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, THAT: Section 1. The City Council of the City of Seward, Alaska, approve and adopt by resolution a harbor tariff change to be adjusted annually, based on the Anchorage Consumer Price Index for all urban consumers as published in March each year.
