ORDINANCE 2002-03
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE LAND USE PLAN AND ZONING
DESIGNATION OF LOTS 1-3, BLOCK 10, ORIGINAL TOWNSITE OF
SEWARD AND LOT 16, BLOCK 11, LAUBNER ADDITION TO PARK
WHEREAS, in 2000 the City purchased the three vacant lots on the southwest comer of
Fourth Avenue and Adams Street (Lots 1-3, Block 10, Original Townsite of Seward) for the purpose
of developing a bus pullout, public restrooms, waiting area, and park; and
WHEREAS, the current Land Use Plan and Zoning designation of the property is Central
Business District; and
WHEREAS, City Council Resolution 2002-020 formally named the site Kawabe Park; and
WHEREAS, the proposed development ofKawabe Park is consistent with the Park zoning
designation; and
WHEREAS, the City recently purchased Lot 16, Block 11, Laubner Addition, located on
Second Avenue, for inclusion in Two Lakes Park; and
WHEREAS, the property is located immediately adjacent to city-owned park land which
provides a trail connection between the Lagoon boardwalk and Two Lakes Park; and
WHEREAS, the current Land Use Plan and Zoning designation of the property is Urban
Residential; and
WHEREAS, the Parks and Recreation Department intends to leave the lot in its natural
condition in order to maintain a natural buffer between the new Two Lakes Park access trail and
adjacent residential development; and , ' .

WHEREAS, the proposed use ofthe property is consistent with the Park zoning designation;
WHEREAS, Planning and Zoning Commission Resolution 2001-06 recqininended that the
City administration initiate a Land Use Plan and Zoning amendment ofthe described properties from
Central Business District to Park; and'., '. , '. ' . ,;

WHEREAS, the Planning and Zoning Commission held '~'pUblic'1i~aring and approved
Resolution 2002-17 recommending the Land Use Plan and Zoning amendments included in this
ordinance.

ORDINANCE 2002-03
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. The Official City of Seward Land Use Plan and Zoning Maps are hereby
amended by changing the land use plan and zoning designation of Lots 1-3, Block 10, Original
Townsite of Seward from Central Business District to Park.
Section 2. The Official City of Seward Land Use Plan and Zoning Maps are hereby amended
by changing the land use plan and zoning designation of Lot 16, Block 11, Laubner Addition from
Urban Residential to Park.
Section 3. This ordinance shall take effect ten (10) days following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this
28th day of May, 2002.
