A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT IN THE AMOUNT OF $46,000 FOR LIFT
STATION 1 CONTROLS, AND APPROPRIATE FUNDS
WHEREAS, as part of the City of Seward's ongoing efforts to mitigate flooding
within City limits, the City applied for and was awarded a grant in the amount of$46,000 to
elevate the controls and associated components of Lift Station 1 located in the north harbor
parking lot; and
WHEREAS, the controls for this lift station are currently housed in a dry well
located below ground, making it vulnerable to damage caused by potential flooding; and
WHEREAS, this lift station handles approximately 50% of all the sewage flow
within the city limits, and it is necessary to mitigate any potential for damage to this controls;
and
WHEREAS, the City does not expect to complete the entire project within in the
scope ofthe grant funding available, and will come before the City Council with a request for
additional appropriations once total cost estimates can be determined; and

WHEREAS, the grant award does not require a direct match from the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OFTHE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Council of the City of Seward hereby authorizes the City
Manager to enter into a grant agreement with the State of Alaska Department of Military and
Veterans Affairs to accept grant agreement number 3 to project number 1445.0011, for the
purpose of reconfiguring Lift Station 1 Controls.
Section 2. The City Council of the City of Seward hereby authorizes the City
Manager to accept a grant in the amount of $46,000 ($11,500 in State grant funding to
account 866-8664-4680-0200 and $34,500 in Federal grant funding to account 866-8664-
4680-0100), and appropriates the total amount of $46,000 to the Lift Station 1 Control
Reconfiguration Capital Project, account no. 866-8664-5930.
Section 3. This resolution shall take effect immediately after adoption.

Agenda Item: Accepting Grant Funding in the amount of $46,000 for Lift Station 1
Control Reconfiguration, and Appropriating Funds
BACKGROUND & JUSTIFICATION:
As part of the City of Sewards ongoing efforts to mitigate flooding within City limits, the City
’
applied for and was awarded a grant in the amount of $46,000 to elevate the controls and
associated components of Lift Station 1 located in the north harbor parking lot. This project is
necessary in order to protect the lift station controls which are currently located in the dry well
located below ground. A flooding event could potentially destroy the controls, so these controls
will be relocated to a higher elevation. This particular lift station handles approximately 50% of all
sewage flow within city limits. The grant is not intended to fund the entire project, and the
administration will come back to the City Council to request an additional appropriation once
specific cost estimates are complete. This grant does not require a City match.
FISCAL NOTE:
There is no obligation by the City to match this grant with local funds in order to accept the grant.
However, the project cannot be completed with only the grant funds. Once cost estimates are
prepared, the administration will bring the project back before the City Council before proceeding.

RECOMMENDATION:
Council approve Resolution 2005- ___, authorizing the city manager to approve grant agreement
number 3 for project number 1445.0011 with the State of Alaska Department of Military and
Veterans Affairs, and accept State grant funds in the amount of $11,500 (866-8664-4680-0200)
and Federal grant funds in the amount of $34,500 (866-8664-4680-0100), for a total grant award
of $46,000, and appropriate these monies to the Lift Station 1 Control Reconfiguration Capital
Project, account no. 866-8664-5930.
