RESOLUTION 2005-47
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH
DRYDEN & LARUE TO PROVIDE PRELIMINARY ENGINEERING AND COST
ESTIMATE SERVICES AT A PRICE NOT TO EXCEED $15,000, FOR THE PURPOSE OF
ESTABLISHING ELECTRICAL SERVICE TO MILE 11.5 OF THE SEWARD mGHW A Y
IN CONJUNCTION WITH AKDOT/PF, AND APPROPRIATING FUNDS
WHEREAS, the State of Alaska wishes to establish an electric service at mile 11.5 of the
Seward Highway for a Road Weather Information System; and
WHEREAS, in the interest of enhancing public safety and generating potential future
customers, the administration elects to proceed with the preliminary design and cost estimates
associated with this project; and
WHEREAS, the City selects Dryden & LaRue to do the preliminary design and cost
estimates to establish electrical service to mile 11.5 of the Seward Highway at a cost not to exceed
$15,000, based on their unique knowledge as the original designers ofthe transmission line, as well
as time constraints involved in the State's effort to establish service to this area this summer; and

WHEREAS, Seward City Code 6.1O.120(a)(8) exempts the procurement of professional
services from the competitive procurement procedures provided the work shall not exceed two years.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA THAT:
Section 1.
The City Manager is authorized to enter into an agreement with Dryden & Larue for a
cost not to exceed $15,000.00; to do preliminary design and cost estimates to
establish an electric service at mile 11.5 of the Seward Highway.
Section 2.
The amount of $15,000 is hereby appropriated from the Transmission Line fund
balance account no. 208-0000-3050 to the contracted services account no. 208-2081-
5390.
Section 3.
The Seward City Council finds that the provision of professional services from
Dryden & LaRue is exempt from the competitive procurement procedures per Seward
City Code 6.10.l20(a)(8).
Section 4.
This resolution shall take effect immediately upon its adoption.

Agenda Item: Engineering Cost for Electric Service to Mile 11.5 Seward
Highway
BACKGROUND & JUSTIFICATION:
The Alaska Department of Transportation/Public Facilities (AKDOT/PF) has requested the City
of Seward establish an electric service at mile 11.5 of the Seward Highway in order to place a
Road Weather Information System (RWIS). The DOT has addressed a letter to the Mayor
indicating the benefits of this project to the community, and noting that other communities have
contributed funding to provide this service.
The anticipated load provided by the State of Alaska for the RWIS will never make this a profitable
or break-even venture. However, in the interest of public safety and because of the opportunity for
future expansion of customers in that area (e.g. Railroad and Chugach Native Corporation), the
Utility wishes to proceed with the preliminary design and cost estimates for this project. The design
costs will include the initial design of a future substation to be located in this area.
The State of Alaska will be constructing facilities this summer. Considering this time constraint and
the fact that Dryden & LaRue designed the existing transmission line and is able to perform this work
with no learning curve, the administration recommends that the City of Seward contribute to the
preliminary design and cost of electrical service to mile 11.5 of the Seward Highway at a cost not to
exceed $15,000. The administration further finds that this contract is exempt from competitive
procurement procedures per Seward City Code 6.10.115(a)(8).

RECOMMENDATION
:
City Council approve Resolution 2005- authorizing the City Manager to engage the services of
Dryden & LaRue for preliminary design and cost estimates to install electric service at mile 11.5 of
the Seward Highway, at an amount not-to-exceed $15,000.
