RESOLUTION 2005-48
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
PURCHASE A NEW 37' BUCKET TRUCK UNDER GSA CONTRACT
FROM ALTEC INDUSTRIES, AND RE-APPROPRlATING FUNDS
WHEREAS, the Electric Utility has researched the purchase of a 37' bucket truck and
desires to purchase the truck under Government Services Agreement contract with ALTEC
Industries, at an amount not-to-exceed $115,000; and
WHEREAS, funds remain from the department's purchase ofa used digger/derrick truck
instead of the budgeted new one, as well as money that was budgeted for a backhoe not
purchased; and
WHEREAS, a smaller bucket truck will extend the service life of the City's large bucket
truck; and

WHEREAS, it is important for the City of Seward Electric Utility to be able to work on
street lights and on services in yards and other confmed locations, where utilization of the larger
bucket truck is not possible.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA THAT:
Section 1.
The City Manager is authorized to purchase a 37' Bucket Truck through GSA
contract with Altec Industries in an amount not-to-exceed $115,000.
Section 2.
The City Council hereby finds it in the public's interest to waive the competitive
procurement procedures per Seward City Code 6.1 0.120(b), authorizing the City
to utilize competitive bids obtained by other governmental units.
Section 3.
Funding for the purchase ofthis vehicle will come from the motor pool fund
account no. 102-1020-5930.
Section 4.
This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 13th day of
June 2005.

Agenda Item: Purchase of 37' Bucket Truck
BACKGROUND & JUSTIFICATION:
The Electric Utility staff recommends purchasing a 37' bucket truck with a material handler. The
bucket truck would be purchased under GSA contract with Altec Industries (GSA TA37M) at a
price not to exceed $115,000.
The Utility does not currently have a small bucket truck for fixing street lights and for working on
services in yards and other confined locations. A small bucket truck will not only reduce costs
associated with operating the larger truck, but will also extend the service life of the big bucket
truck, which is nearing the end of its useful life.
The Utility has selected a medium duty chassis for this vehicle to increase its versatility and
durability. With a limited number of vehicles and the semi-remote location of Seward, it is
important to make our vehicle fleet as versatile as possible to provide uninterrupted service to our
customers.

FISCAL NOTE:
This truck is not included in the 2005 budget. The Electric utility intends to utilize $80,000 that
was budgeted for a backhoe that will not be purchased, and $35,000 unspent from the purchase of
a used digger/derrick. Approved by Finance Department
RECOMMENDATION
:
City Council approve Resolution 2005-48, authorizing the City Manager to purchase a new 37'
Bucket Truck through GSA contract with Altec Industries in an amount not-to-exceed $115,000.
