CITY OF SEWARD, ALASKA RESOLUTION 2005-54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A SOLE SOURCE CONTRACT FOR EMERGENCY REPAIR WORK TO CITY WELL # 2, LOCATED IN THE FORT RAYMOND AREA, AUTHORIZING FUNDING IN AN AMOUNT NOT TO EXCEED $30,000, AND APPROPRIATING FUNDS WHEREAS, City Well # 2 is an essential part of the City's water supply and has been operating for years with minimal problems; and WHEREAS, on Tuesday, June 7, 2005, City maintenance workers discovered that Well # 2 was not pumping and determined that the problem originated at some location deep within the well itself; and WHEREAS, initial diagnostic tests indicated the electric motor in the well was running but the pump was not turning; and - WHEREAS, a contractor was subsequently engaged to remove the well pipe, pump and motor from the well; and WHEREAS, the removal was accomplished on Thursday, June 9, 2005, at which time the pump and motor were separated for inspection; and WHEREAS, it has now been determined that the drive shaft sheared and the age and condition of the pump and motor are such that it is advisable to replace them with a new pump and motor; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council of the City of Seward hereby authorizes the city manager to enter into a sole source contract for emergency repair work to City Well # 2, for an amount not to exceed $30,000. Section 2. The City Council of the City of Seward finds that it is in the public interest to waive the competitive procurement procedures pursuant to SCC 6. 10. 120(a)(2) and SCC 6.10.120 (a)(8) per the recitals above. ..... Section 3. The amount of $30,000 is hereby appropriated as follows: from the Water Enterprise Fund Retained Earnings account no. 701-0-3050 to the Contracted Services account no. 701-7400-5390. I 'Z: ~.. ... -;;~~ > OF p.\. t.'> o ""'''nC\''~ i j ...., Council Agenda Statement Meeting Date: June 15, 2005 To: City Council Through: Clark Corbridge, City Manager From: Kirsten Vesel, Assistant City Manager Agenda Item: Emergency Repair Work to City Well # 2 BACKGROUND & JUSTIFICATION: City Well # 2 normally produces about one million (1,000,000) gallons of water per day. On June 7, 2005, city employees noticed the pump was making an abnormal noise. When it was checked, employees found the pump was on but nothing was flowing from the output side of the pump. Initial electrical tests showed the motor was working but the current draw was 50 amps, when the usual current draw was 103 amps. Since this pump makes a major contribution to the city’s water supply, a decision was made to expedite a diagnosis of the problem. Alpine Drilling indicated it could begin work immediately. On June 9, Alpine Drilling set up a derrick truck and pulled up the six inch casing, pump and motor. Inspection revealed that the shaft was sheared from the motor and a check valve had disintegrated. Abnormal wear and some corrosion were found, so it was recommended that the pump, motor and six inch casing be replaced with new equipment and that a new check valve be installed. In recent months, the cost of parts has increased significantly. The cost of casing has gone up 150% due to increases in the price of steel. Due to the immediate need to have Well # 2 back on line as quickly as possible and due to the time constraints involved, it is necessary to sole source the removal, replacement and reinstallation of the pump, motor and six inch casing. Running without this pump on line could become critical to the city’s water supply at any time an unusual or early seasonal demand on the water supply is made. Alpine Drilling’s immediate availability, reasonable cost and willingness to use city employees to complete the project make it necessary to sole source this contract. The administration recommends utilizing funds from the Water Enterprise Fund Retained Earnings Account in the amount of $30,000.00. Approved by the Finance Department: _________________________ ____________________________________________________________ RECOMMENDATION: City Council approve funding in an amount not-to-exceed $30,000 for repair work to City Well # 2, authorize the city manager to pursue a sole source contract with Alpine Drilling for well repair work based on qualifications, cost-effectiveness and immediate availability, and appropriate funds.
