RESOLUTION 2005-56
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING A GRANT TO SEA VIEW COMMUNITY
SERVICES IN THE AMOUNT OF $45,000 FOR THE PURPOSE OF
FUNDING A COMMUNITY PLANNING PROCESS AIMED AT
REDUCING AT-RISK ACTIVITIES AMONG SEWARD'S YOUTH, AND
APPROPRIATING FUNDS
WHEREAS, the State of Alaska Department of Health and Social Services is seeking
proposals for Comprehensive Behavioral Health Prevention and Early Intervention Services; and
WHEREAS, on behalf of the Seward community, Seaview Community Services is
coordinating a coalition of various state, borough, and local agencies involved in reducing at-risk
activities amount Seward's youth, in order to consolidate resources to be more cost efficient and
programmatically effective; and

WHEREAS, funds will be used to conduct a community planning process to identify all
of the existing prevention efforts within the community, to target the specific population of at-
risk youth to be served, and to create and implement over the next three years a series of
comprehensive, coordinated interventions to protect our youth and promote a healthy
community; and
WHEREAS, the objectives of this community-wide effort include: students stay in
school; students decrease alcohol and other drug involvement; students increase school
performance and decrease emotional stress; fewer high risk behaviors are exhibited in young
adulthood; and youth become more productive members of the Seward community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Council of the City of Seward hereby authorizes funding in the
amount of $45,000 as a pass-through grant to Seaview Community Services and appropriates this
amount from the General Fund fund balance account no. 101-0000-3050 to the pass-through
account no. 101-1191-5998.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
27th day of June, 2005.

Agenda Item: Seaview Community Services community grant
BACKGROUND & JUSTIFICATION
At the June 13, 2005 City Council meeting, the executive director of Seaview Community Services,
Melissa Stone, gave a presentation on a community-based effort to pursue State grant funding to
reduce at-risk behaviors for Seward’s youth. The State of Alaska Department of Health and Social
Services is seeking proposals for Comprehensive Behavioral Health Prevention and Early Intervention
Services, and a coalition of Seward agencies is working together to consolidate efforts aimed at the
following outcomes:
· Students stay in school
· Students decrease alcohol and other drug involvement
· Students increase school performance
· Students decrease emotional distress
· Fewer high risk behaviors are exhibited in young adulthood
· Youth become productive members of the community in which they live
These grant funds will be used to conduct a community planning process to identify all of the existing
prevention efforts, to target specific populations to be served, and to create and implement over the
next three years a series of comprehensive, coordinated interventions to protect our youth and
promote a healthy community.
This program is unique in that it seeks to combine the efforts of multiple community resources toward
one common strategy, making for much more effective and efficient use of resources. By joining
forces, the community as a whole stands a better chance of obtaining grant funds, as well as a better
chance of achieving successful outcomes. The City’s financial involvement in this project will be used
to provide matching funds for the grant, and to pursue the specific objectives and action items
identified by the coalition. The current coalition of agencies involved in this project include: Seaview
Youth & Family Services, Providence Seward Medical and Care Center, Spring Creek Correctional
Center, Seward Elementary and Middle/High Schools, Office of Children’s Services, Qutekcak Native
Tribe, Big Brothers Big Sisters, Seward Christian Center, and the City of Seward. Other State and
local agencies will be involved as the planning process proceeds.

FISCAL NOTE
The City is asked to contribute $15,000 per year over each of the next three years, for a total
contribution of $45,000. Funding will come from the City’s General Fund fund balance account.
