HomeMy WebLinkAboutRes2005-059 Sponsored by: Corbridge - CITY OF SEWARD, ALASKA RESOLUTION 2005-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REQUESTING COUNCIL APPROVAL TO TRANSFER APPROPRIATED CITY FUNDING FROM A SPECIAL FUND TO THE GENERAL FUND IN THE AMOUNT OF $66,000 AND ADDING $9,000 TO THE POLICE DEPARTMENT PERSONNEL SERVICES PER RESOLUTION 2002-103 IN ORDER TO RETAIN THE SCHOOL RESOURCE OFFICER (SRO) FOR THE POLICE DEPARTMENT FOR BUDGET YEAR 2006, AND CONTINUE THE PROGRAM INDEFINITELY WHEREAS, the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) awarded the City a COPS in Schools Grant in the amount of$125,000 to fund 1 new, additional full-time officer; and WHEREAS, the Grant Agreement required Council acceptance of the grant with a local share of$129,705 for a four year period; and .... WHEREAS, the Grant Agreement required the city to retain the position for a period of one year after the grant expired; and WHEREAS, the local share will have a balance of $66,000 and will need an additional $9,000 to fund the SRO position for funding year of2006; and WHEREAS, the officer was hired as a School Resource Officer (SRO) to work in and around primary and secondary schools or to take the place of a locally funded veteran officer that the City would deploy as an SRO; and WHEREAS, the SRO devoted 75% of his/her time working in and around the schools; and WHEREAS, the amount of Federal funding was for a three year period with an agreement to retain the new officer for at least one full local budget cycle following the expiration of the grant, and because of the long term impact this program has had towards the students of our schools the position should remain intact ad infinitum after the end of the fourth year; and WHEREAS, the SRO grant will expire on August of 2005 and the position will no longer be funded by the COPS in School Grant; and ..... WHEREAS, the Seward Police Department in partnership with the Seward Elementary and Seward Middle/High Schools have been promoting a safe and secure environment on the school grounds through the DARE and Junior Police Academy programs; and WHEREAS, the "police officer in the schools position" has provided an additional individual who is a trusted and positive mentor for our youth in the community; and WHEREAS, the school system in Seward has found that this program is a successful program with long term positive results for the youth of Seward; and WHEREAS, the SRO throughout the program was involved in the planning of strategies and plans to prevent and or minimize dangerous situations that could occur on school property, these are "living" plans needing constant updating and are more effective when the SRO has hands on knowledge of the environment; and WHEREAS, our youth programs will be drastically reduced after COPS in School funding expires on December 31,2006, and the program needs to be funded and continued for the foreseeable future to support our youth in the years to come. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: J Section 1. The remaining $66,000 that is currently being held in a special fund be transferred to the general fund in order support funding for the SRO position. Section 2. Provide additional funding in the amount of $9,000 to section I which will provide complete funding for the SRO position. Section 3. Continue the SRO program ad infinitum in our Seward School system after December 31,2006. Section 4. This resolution shall take effect immediately upon its adoption. COUNCIL AGENDA STATEMENT Meeting Date: June 27, 2005 Through: Clark Corbridge, City Manager From: Tom Clemons, Chief of Police COPS in Schools Grant Agenda Item: BACKGROUND & JUSTIFICATION: On October 14, 2002, the Seward City Council approved Resolution 2002-103, accepting a Community Oriented Policing Services – Cops in School grant to fund a School Resource Officer (SRO). This additional full-time officer spends at least 75% of his/her time in and around the primary and secondary schools in Seward, in addition to conducting other police work on behalf of the Seward Police Department. In the past three years, this position has had a very positive impact on the Seward schools and the relationship between the students, administrators, and the law enforcement community. The officer assigned to this position has conducted numerous training programs aimed at reducing youth experimentation with drugs and alcohol, has assisted school administrators in handling problems such as vandalism and speeding on school grounds, has developed a positive relationship with many of Seward’s at-risk children, and has provided a positive role model for Seward’s youth. The Seward Police Department is working to help kids to decrease involvement in drugs and alcohol use, to stay in school, to reduce participation in high-risk behaviors, to keep our local schools safe, and to become productive members of the Seward community. We will soon be entering the fourth (mandatory) year of this very important grant program, and the administration is requesting to continue this program indefinitely, based on its success and the long-term positive impact that this position has had on the Seward schools and the community as a whole. This position is currently funded within a Special Revenue Grant Fund, and the administration would like to move this position into the City’s General Fund so that it becomes a fully funded City position. Seward City Code 3.10.025(4) requires Council approval for such action. In addition, since the inception of this grant program three years ago, increases in health benefits, PERS costs, and insurance have left the City approximately $9,000 short in appropriated funds for the position. Therefore, we request Council approval to transfer the position to the General Fund on a regular, full-time basis, and to appropriate an additional $9,000 to fund this position. This request will move the previously approved matching funds totaling $66,000, plus the additional $9,000 (for a total of $75,000) to the City’s General Fund, where the police department budget is accounted for.
