RESOLUTION 2005-60
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING ADDITIONAL FUNDS FOR CITY COUNCIL
TRAVEL RELATED TO RESEARCH OF PROPOSED HALIBUT IFQ's AND
THE IMPACT ON CHARTER BOATS IN THE SEWARD AREA, AND
APPROPRIATING FUNDS NOT TO EXCEED $3,000
WHEREAS, The North Pacific Fishery Management Council will receive a report on the
Guideline Harvest Level (GHL) and Individual Fishing Quota (IFQ) at the October 2005 Council
meeting in Anchorage; and
WHEREAS, indications are that the charter fleet exceeded the Guideline Harvest Level
(GHL) in 2004 and neither the harvest control measures associated with the GHL nor the IFQ
program have earned final approval; and
WHEREAS, the city wishes to research proposed changes and impact on charter boats
operating out of the Seward Small Boat Harbor.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. For the reasons stated in the above recitals, it is in the public interest to have the
City Council appointed representative compile data related to the proposed changes regarding charter
fishing in the area.
Section 2. Funds in the amount not to exceed $3,000 are hereby appropriated from the
General Fund fund balance account number 101-0000-3050 to the City Council travel account
number 101-1110-5140.
Section 3. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 27th day of
June 2005.

Agenda Item: Travel related to research of proposed halibut IFQ (Individual Fishing Quota)
BACKGROUND & JUSTIFICATION:
The City Council has been asked to pass a resolution in support of the proposed halibut IFQ and also
against the proposed halibut IFQ by different representatives in the local fishing community.
The fishing community is a valuable resource to the City. Therefore, a representative appointed by
City Council needs to compile data regarding the IFQ and report that information to the City Council
in order for them to make an informed decision.

FISCAL NOTE:
Funds for this project were not anticipated during the preparation of the 2005 Budget. Therefore, an
appropriation is necessary. The administration recommends funding from the General Fund fund
balance. Funds for the proposed travel will be available in the City Council Travel account number
101-1110-5140 once appropriated from the General Fund fund balance account number 101-0000-
3050.

RECOMMENDATION:
Council approves Resolution No. 2005-60 authorizing and appropriating up to $3,000 for travel
related to research of proposed halibut IFQ (Individual Fishing Quota).
