HomeMy WebLinkAboutRes2005-067 Sponsored by: Corbridge --- CITY OF SEWARD, ALASKA RESOLUTION 2005-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ENDORSING THE THIRD AVENUE WATERLINE PROJECT AS THE CITY'S NUMBER ONE PRIORITY WHEREAS, in 2002, Resolution 2002-88 was passed making the upgrade and realignment of the Third Avenue Water Main Council's number one priority; and WHEREAS, the City previously applied for a grant from the Alaska Department of Environmental Conservation (ADEC) for the replacement of the Third Avenue Water main, and qualified for the grant until the Governor elected to eliminate all capital grants from the State's budget in the Spring of2003; and WHEREAS, the City applied for the same grant again in the Fall of 2003 and was not awarded a grant, and therefore proceeded to pursue a loan from ADEC in order to fund the project; and .... WHEREAS, the 3rd Avenue Water Main Project has been listed as the number one infrastructure improvement project on the city's State of Alaska legislative priority list each year since 2002, based on the importance of this water main in providing water service to the entire community of Seward; and WHEREAS, timing of this project is critical to be coordinated with Department of Transportation's (DOT) 2006 Mile 0-8 road resurface project to provide cost efficiencies; and WHEREAS, a municipality is required under AS 37 and the ADEC Municipal Matching Grant Program to submit a prioritized list of water and sewer capital projects if funding is requested by the municipality under the Municipal Matching Grant Program; and WHEREAS, it is required under AS 37 to provide a local matching share for capital projects funded through the Municipal Matching Grant Program, and the City of Seward has already authorized the borrowing of funds that could be used as matching funds to facilitate this critically important project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City of Seward, by this resolution, hereby endorses and authorizes the upgrade and realignment of 3rd Avenue Water Main as its number one priority for Alaska Department of Environmental conservation Municipal Matching Grants. .... Section 2. This resolution shall take effect immediately upon its adoption. Casey, Public Works Director Agenda Item: Third Avenue Water Line BACKGROUND & JUSTIFICATION The City of Seward has identified the Third Avenue Water Line as its number one infrastructure priority, and the City has pursued grant funding for this project for a number of years. The City’s application for a grant from the Alaska Department of Environmental Conservation (“ADEC”)was accepted in 2003 but was subsequently rescinded by the Governor when he eliminated funding for all such capital projects from the 2003 budget. Due to the significant impact of this project on the City’s water system, the fact that this water main is nearing the end of its useful life, and the fact that the State of Alaska will be tearing up Third Avenue in the summer of 2006 in order to re-pave, the timing of this project is very important. If the City fails to replace this water line in conjunction with the DOT Mile 0-8 project, the City will subsequently have to tear up the new paving to replace this water line in the near future. The Seward City Council recently authorized a loan from ADEC to facilitate this project, if necessary. However, the City continues to seek grant funding for this critical project.
