CITY OF SEWARD, ALASKA
RESOLUTION 2005-70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH RICHARDS PIPE & STEEL, INC. TO PROVIDE
PILINGS FOR THE SMALL BOAT HARBOR NORTH HARBOR CAPITAL
PROJECT FOR AN AMOUNT NOT TO EXCEED FOUR HUNDRED
THIRTY SEVEN THOUSAND, FOUR HUNDRED THIRTY SEVEN AND
FIFTY-FIVE DOLLARS ($437,455.00)
WHEREAS, on May 23,2005, the City of Seward Council approved Resolution 2005-X and
authorized the city manager to proceed with Step 1 of the harbor expansion project, including
concrete float extensions on E, F and J floats; and
WHEREAS, in June 2005 the City noticed a Request for Bids to provide new, galvanized
steel pilings for use in the Seward Small Boat Harbor; and
WHEREAS, six bids were received by the deadline of June 24, 2005, ranging from Four
Hundred Thirty Seven, Four Hundred Fifty-five Dollars ($437,455.00) to Five Hundred Nine
Thousand, Five Hundred Dollars ($509,500.00); and

WHEREAS, Richards Pipe & Steel, Inc. submitted the lowest bid and appears to be a
responsible bidder according to SCC 6.10.135.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city manager is authorized to enter into an agreement in substantially the form
attached hereto with Richards Pipe & Steel, Inc. of Pacific, Washington to purchase new galvanized
steel pilings to be delivered in Seward during September 2005, for an amount not to exceed Four
Hundred Thirty Seven, Four Hundred Fifty-five Dollars ($437,455.00).
Section 2. Funding for these services are appropriated from the Harbor Expansion Project,
contracted services account no. 274-2743-5390.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 8th day
of August, 2005.
