RESOLUTION 2005-77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE CITY MANAGER'S APPOINTMENT OF TIM
BARNUM AS MANAGER OF ELECTRIC UTILITY
WHEREAS, the Manager of Electric Utility position was opened for recruitment within the
City employees and with the public and Tim Barnum, applied for and has been offered the position;
and
WHEREAS, Section 2.20.015 of the City Code requires the City Manager's selection for the
Manager of Electric Utility position to receive approval from the City Council; and
WHEREAS, Mr. Barnum has over 16 years of experience in Management and is a
Journeyman Lineman for IBEW; and
WHEREAS, Mr. Barnum has been the Interim Manager of Electric Utility for the City for
the past six months; and

WHEREAS, During the interim period Mr. Barnum fulfilled the requirements above and
beyond the expectations of the City Manager and department heads.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Council approves the City Manager's appointment of Tim Barnum as Manager of
Electric Utility effective August 22, 2005.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 22nd
day of August, 2005.

Agenda Item: Approval of Manager of Electric Utility
BACKGROUND & JUSTIFICATION:
The Interim Manager of Electric Utility position was opened for recruitment within the City
employees and then to the public in January 2005. Onsite interviews were conducted by the City
Manager. Based on experience, Tim Barnum was selected for the interim Manager of Electric Utility.
Mr. Barnum has over 16 years of experience in Electric Utility Management. He is also a certified
IBEW Journeyman Lineman.
The six month interim position is closing at the end of August 2005. During the interim period Mr.
Barnum fulfilled the requirements above and beyond the expectations of the City Manager and
department heads. The current interim Manager of Electric Utility, Tim Barnum, has been offered the
position. §2.20.015 requires the City Manager’s selection for the Manager of Electric Utility position
receive approval from the City Council.
