HomeMy WebLinkAboutRes2005-082 Sponsored by: Clerk CITY OF SEWARD, ALASKA RESOLUTION 2005-82 '-- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING PAGES II, III, AND IV AND RULE 29 (C) OF THE CITY COUNCIL RULES OF PROCEDURES REQUESTING IN THE ABSENCE OF COUNCIL LIAISONS, A MEMBER OF EACH BOARD AND COMMISSION GIVE PERIODIC REPORTS TO THE CITY COUNCIL WHEREAS, on August 8, 2005, the council changed wording in the City Council Rules of Procedures to allow each city council the option to appoint council liaisons at their organizational meeting in October; and WHEREAS, this makes council liaisons optional, no longer mandatory; and WHEREAS, language is inserted to request a member of each Board and Commission to give monthly reports to the city council if a council liaison is not appointed; and WHEREAS, the Clerk's office wishes to amend the City Council Rules of Procedure accordingly (strike out deletions, bold italics = additions). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF .... THE CITY OF SEWARD, ALASKA that: Section 1. The Seward City Council amends the first paragraph of page ii, PLANNING & ZONING COMMISSION to read: The Planning and Zoning Commission meets on the first Tuesday of each month. All commission members must live within the City of Seward. If appointed at Council's organizational meeting in October, the council liaison to the commission attends the meetings and makes regular reports to the Council regarding issues before the commission. If a council liaison is not appointed, the Commission will designate a member to give periodic reports to the city council at the Council's regular scheduled meetings. The Council also meets in an annual joint work session with the commission in March to address areas of mutual concern. Section 2. On Page iii of the Rules, HISTORIC PRESERVATION COMMISSION. the following is added: 7. May give periodic reports to the city council at the Council's regular scheduled meetings. .... Section 3. The first paragraph of page iv of the Rules, PORT AND COMMERCE ADVISORY BOARD is amended to read: CITY OF SEWARD, ALASKA RESOLUTION 2005-82 ...J The Port and Commerce Advisory Board meets on the first and third Wednesday of each month. Membership on the Board is open to citizens of Seward and surrounding areas. If appointed at Council's organizational meeting in October, the Council's representative to the Kenai Peninsula Borough Economic Development District is the liaison to this board, attends its meetings, and reports regularly to the Council regarding its activities. If a liaison was not appointed, a member of this board will be appointed to give periodic reports to the city counciL It is the responsibility of the board to: . . . . . . Section 4. RULE 29 ( c) is amended to read: RULE 29 (c) Council liaisons. In order to build additional Council expertise in various areas of city operations, the Presiding Officer may appoint one Council member to serve as liaison to the Planning and Zoning Commission. These appointments shall be made at the Council's organizational meeting in October. If appointed, the Council representative to the Kenai Peninsula Borough Economic Development District shall serve as liaison to the Port and Commerce Advisory Board. If council liaisons were not appointed, a member of each Board and Commission will arrange to give periodic reports to the city council during Council's regular scheduled meetings. Section 5. "''''II''~\ t ...J (City Seal) Agenda Statement Meeting Date: September 12, 2005 To: Seward City Council From: Jean Lewis, City Clerk Agenda Item: Amending City Council Rules of Procedures BACKGROUND & JUSTIFICATION: This city council changed the City Council Rules of Procedures on August 8, 2005, making the appointment of council liaisons optional, instead of mandatory during their annual organizational meeting. Council also requested a member from each Board and Commission make periodic reports to the city council. These minor changes to the procedures will allow for Board and Commission to make these reports to the city council in the event the city council does not appoint liaisons. INTENT: In the event council liaisons are not appointed by the Mayor during their organizational meeting in October, that communication between the City Council and Boards and Commissions still flows back and forth by having the Boards and Commissions report periodically to the City Council. CONSISTENCY CHECKLIST: Where applicable, this agenda statement is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
