RESOLUTION 2005-88
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA AUTHORIZING PAYMENT TO PROVIDENCE SEWARD
MEDICAL AND CARE CENTER IN THE AMOUNT OF $62,048.35 FOR
THE PURPOSE OF REPAIRING THE CT SCANNER AND MITIGATING
FUTURE POWER-RELATED DAMAGE, AND APPROPRIATING FUNDS
WHEREAS, Providence Seward Medical and Care Center (the "Hospital") is a City-owned
hospital facility; and
WHEREAS, the Hospital received a grant in 2004 from the Denali Commission for the
purchase of a CT Scanner, and that equipment was damaged by a community-wide power outage on
1\ugust 12, 2005; and
WHEREAS, costs to repair the CT Scanner, install a power conditioner to ensure clean
power to the equipment, and connect the CT Scanner to the existing hospital generator to prevent
future such damage total $62,048.35; and

WHEREAS, the Hospital does not have funds remaining in its capital budget to handle this
repair item and therefore is requesting an appropriation from the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Seward City Council hereby authorizes the city manager to submit payment
to Providence Seward Medical and Care Center in the amount of $62,048.35 for the purpose of
repairing the CT Scanner and connecting the CT Scanner to the hospital generator.
Section 2. Funds in the amount of $62.048.35 are hereby appropriated from the General
Fund's fund balance account no. 101-0000-3070-0301 to the Hospital Capital Project Fund no. 301-
0000-3070-0101.
Section 3. This resolution shall take effect immediately upon adoption.

Agenda Item: Hospital CT Scanner Repair and Protection
BACKGROUND & JUSTIFICATION
The hospital purchased a CT scanner utilizing grant funds from the Denali Commission in 2004. On
August 12, 2005, the CT scanner experienced a blown x-ray tube during a community-wide power
outage. At that time, it was discovered that while the CT scanner trailer does contain a generator, that
generator was for the purpose of protecting the environmental components of the trailer, such as the
lights, air conditioning, and computer.
The hospital does have a generator capable of handling the power requirements of the CT scanner.
However, the CT scanner was not hooked up to the hospital’s generator at the time of the power
outage, resulting in the blown tube.
The hospital consulted with Advanced Diagnostics to determine what measures were necessary to
protect the CT scanner from future power-related problems. The recommendation was to purchase a
power conditioner ($18,000), a connection to connect the power conditioner to the CT scanner
($6,100), installation of a 480 volt circuit from the mechanical room ($13,250), installation of the power
conditioner ($4,733.35), and the replacement cost of the x-ray tube ($33,215). The total cost of
replacing the damaged components and mitigating future damage to the CT scanner is $75,298.35
This loss was below the hospital’s insurance deductible for equipment, and was therefore not covered by
insurance.

FISCAL NOTE
This resolution requires a contribution from the General Fund’s fund balance account in the amount of
$75,298.35.
RECOMMENDATION
City Council authorize payment to Providence Seward Medical & Care Center in the amount of
$75,298.35 for the purpose of replacing damaged CT scanner components, and mitigating future power-
related damage to the scanner.
