CITY OF SEWARD, ALASKA RESOLUTION 2005-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE PAYMENT NOT TO EXCEED FOURTEEN THOUSAND FIVE HUNDRED AND SEVENTY DOLLARS ($14,570.00) TO KRAXBERGER DRILLING FOR EMERGENCY REPLACMENT OF S.M.I.C. WATER PUMP WHEREAS, in July 2005 the Public Works Department experienced a catastrophic well pump failure at the water storage tank located at the S.M.I.C.;and WHEREAS, a contractor, Kraxberger Drilling was hired to install a temporary water pump, until such time as a new water pump could be located and purchased; and WHEREAS, a new water pump was purchased and installed by said contractor, Kraxberger drilling; and ..... WHEREAS, this pump failure could not be foreseen and represented an immediate threat to the ability ofthe City to provide a stable supply of water to the Seward Marine Industrial Center area, including the prison and marine businesses located on the East side of Resurrection Bay, and was therefore deemed to be a required emergency purchase. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Council hereby authorizes the payment to Kraxberger Drilling in an amount not to exceed Fourteen Thousand, Five Hundred and Seventy Dollars ($14,570.00). Section 2. Funding is available from the Water Enterprise Fund's 2005 Operating Budget. Section 3. This is an after the fact request for approval given that the purchase was the result of an emergency replacement. Section 4. This resolution shall take effect immediately upon its adoption. Casey, Director of Public Works Agenda Item: SMIC “B” Water Pump Replacement BACKGROUND & JUSTIFICATION: In July 2005, the City of Seward entered into a contract with Peninsula Construction to facilitate emergency repairs to the water storage tank at the Seward Marine Industrial Center, (SMIC). During the initial stages of the emergency tank repair work, the City experienced a failure of the pump at well “B” (we have two wells, A and B). This failure constituted a perilous situation that warranted emergency action on the part of the Public Works Department. A contractor (Kraxberger Drilling) was hired to travel to Seward and pull the pump and replace it temporarily with a 60 HP pump, until such time as a new 75 HP could be found, purchased and re-installed. The cost of this temporary pump installment and rent amounted to Three Thousand Eight Hundred Fifty Dollars ($3,850.00). In August 2005, Kraxberger Drilling returned to Seward and pulled the temporary 60 HP pump and installed the new 75 HP in well B. The cost of the new pump and installation was Ten Thousand Seven Hundred and Twenty Dollars ($10,720.00), making the total cost of the emergency work, Fourteen Thousand Five Hundred Seventy Dollars ($14, 570.00). The staff believed an emergency condition existed due to the perilous nature of operating the SMIC water system with only one pump and not having a back-up available in case of the failure of well “A”. Continuity of the domestic water supply in the SMIC area is vital, due to the needs of the maximum security prison facility, ship lift facility, fish processing facility and other users. INTENT: Assurance of the City of Seward’s ability to provide domestic water and fire protection to the Seward Marine Industrial Center. CONSISTENCY CHECKLIST: Where applicable, this agenda statement is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. FISCAL NOTE: The expenditure of funds for this emergency repair work will come from the Water Enterprise Fund 2005 Operating Budget. Approved by Finance Department: ________________________ RECOMMENDATION: City Council approve Resolution 2005- authorizing the emergency repair work for Well B in the Seward Marine Industrial Center water system.
