RESOLUTION 2005-95
A RESOLUTION RECOMMENDING CITY COUNCIL AUTHORIZATION TO
SUBMIT TO THE STATE OF ALASKA, DEPARTMENT OF NATURAL
RESOURCES, AN APPLICATION FOR A HISTORIC PRESERVATION FUND
GRANT FY06 FORA TOTALAMOUNT OF THIRTY THREE THOUSAND
DOLLARS ($33,000.00) IN ORDER TO CONTINUE THE RESTORATION OF
HISTORIC HOBEN PARK
WHEREAS, pursuant to the National Park Service Historic Preservation Act of
1966, certain federal share matching grants for historic preservation projects are available
to certified local governments such as the City of Seward; and
WHEREAS, the City of Seward is in the process of restoring the historic Hoben
Park, in accordance with the historic restoration plan approved by Council Resolution
2003-85; and
WHEREAS, the Seward Historic Preservation Commission passed a motion of
.... support at the August 24, 2005 meeting and proposed that the City apply for a grant to
assist with the historic reconstruction of Hoben Park; and
WHEREAS, historic lamp posts are currently being installed as the first phase of
this plan; and
WHEREAS, additional grant funds are being sought to complement the purchase
and installation of the other components of the restoration plan, particularly the wrought
iron fence and the fountain; and
WHEREAS, the total project cost is estimated at Thirty Three Thousand Dollars
($33,000.00) with a federal share of Nineteen Thousand Eight Hundred Dollars
($19,800.00) and a local match of Thirteen Thousand Two Hundred ($13,200.00) The
City's match for this project will be provided by funds which have already been
dedicated to the Parks & Recreation Department for the reconstruction; and
WHEREAS, continuing to restore the historic Hoben Park benefits the visitor
industry and the quality of life for the residents of the City of Seward.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The Seward City Council authorizes the City Manager to submit to the
State of Alaska, Department of Natural Resources an application for a Historic
Preservation fund grant FY06 for a total amount of Thirty Three Thousand Dollars
($33,000.00) in order to continue the historic restoration of Hoben Park.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward this 10th day of
October, 2005.

Agenda Item: Authorizing the City Manager to submit to
the State of Alaska, Department of Natural Resources an
application for a Historic Preservation fund grant FY06 for a total
amount of Thirty Three Thousand Dollars ($33,000.00) in order to
continue the historic restoration of Hoben Park
BACKGROUND & JUSTIFICATION:
The Alaska State Historic Preservation Office of Department of Natural Resources has grant
funds available. The grant money is available in a pass-through status from the Federal Historic
Preservation Fund. This funding can be used to develop historic properties, historical
preservation planning and preservation education for the public. In order to apply for this grant
funding, DNR recommends that the request be endorsed by the highest level of local
government.
The funding will be used to assist in the restoration of Hoben Park by contributing to the funds
available for the amenities as approved by Council. The restoration is part of an ongoing process
most recently acted upon by Council during the summer of 2003. Council passed Resolution
2003-85, finding “that it is in the best interest of Seward to preserve the integrity of the poplar
tree and restore the amenities of Hoben Park as it was during the Park’s period of historic
significance, the 1920’s to the 1940’s”. “The priorities for restoration shall start with installation
of the historic lamp posts, replacing the fountain and restoring the original fountain basin and
pedestal, installing historically accurate replica fencing of a safe height along the North and West
side, reconstruction of the historic concrete planters, flower gardens (where appropriate) using
Alaskan flora, benches (where appropriate) and bird houses, as funding becomes available”.
The installation of the historic lamp posts is currently being worked on. Due to public safety
concerns, staff is hoping to be able to purchase and install historically accurate replica, wrought
iron fencing as the next phase.
Contributing to the restoration of Hoben Park will raise awareness of Seward’s history, the need
to preserve it and will be beneficial to the visitor industry and the quality of life for the local
residents.

the need to “Develop, protect and preserve Hoben Park (page 25)”.

The Strategic Plan also encourages landscaping, beautification and protection of parks and
preservation of historic sites.
3. Historic Preservation Plan (1996) X ____
The Historic Preservation Plan naturally supports preserving historic sites and landscapes in
Seward and makes mention of Hoben Park along with concerns for the (Seward) Railroad Depot,
which was vacant at that time and had not yet been restored.
FISCAL NOTE:
The total cost of the project is Thirty Three Thousand Dollars ($33,000.00). The Federal share
of the project is Nineteen Thousand Eight Hundred Dollars ($19,800.00); the State will keep
Three Thousand Dollars ($3,000.00) as a surcharge, leaving Sixteen Thousand Eight Hundred
Dollars ($16,800.00) as the total participant receipt. The non-federal share of the project, which
the City will be obligated to provide, is Thirteen Thousand Two Hundred Dollars ($13,200.00).
This can be done with funds which have been previously appropriated to the Hoben Park Project.
If the grant is approved by DNR, it will come before Council for authorization to accept in
approximately February of 2005.

RECOMMENDATION:
Council approve Resolution 2005-95, authorizing the City Manager to submit to the State of
Alaska, Department of Natural Resources an application for a Historic Preservation fund grant
FY06 for a total amount of Thirty Three Thousand Dollars ($33,000.00), with the City providing
matching funds in the amount of Thirteen Thousand Two Hundred Dollars ($13,200.00) in order
to contribute to the restoration of the historic Hoben Park.
