RESOLUTION 2005-96
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE PURCHASE OF A RIGID FRAME
SHELTER 11.5' WIDE BY 15' LONG, FROM ARAMSCO WITH FUNDS
FROM THE HOMELAND SECURITY GRANT IN THE AMOUNT OF
THIRTEEN THOUSAND SEVEN HUNDRED AND THIRTY FOUR
DOLLARS AND SIXTY TWO-CENTS ($13,734.62)
WHEREAS, the Homeland Security Grant has already been accepted by City Council; and
WHEREAS, the remaining money in the grant must be expended by October 31, 2005; and
WHEREAS, Aramsco is the vendor used by the Kenai Peninsula Borough and is willing to
give the City of Seward the same pricing on the shelter; and
WHEREAS, we are prepared to place the order upon City Council's authorization.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:

Section 1. The City Manager is authorized to purchase the rigid frame shelter from Aramsco.
Section 2. Funding in the amount of Thirteen Thousand Seven Hundred Thirty Four Dollars
and Sixty-two cents ($13,734.62) is available from the Homeland Security Grant in account 651-
6513-5440.
Section 3. The grant must be completed and all funds spent by October 31, 2005.
Section 4. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 10th day of
October, 2005.

Agenda Item: Homeland Security Grant purchase of Aramsco
rigid frame shelter
BACKGROUND & JUSTIFICATION:
The City of Seward received and council approved the Homeland Security Grant of 2004. The grant
funds were provided for upgrading the police dispatch services for the City of Seward and the
purchase of decontamination equipment for emergency responders and Providence Hospital Seward.
The City Council has approved use of the grant funds for the police department up to this point. The
purchases that now need to be made are for decontamination equipment. The funds must be expended
prior to October 31, 2005.
The additional rigid frame shelter unit is necessary for our decontamination unit for proper care of
victims should the need arise. The unit currently contains one such shelter provided by prior grant
funding thru the Kenai Peninsula Borough. We are requesting approval to purchase the exact same
shelter from Aramsco, the same vendor the Borough used previously and taking advantage of the
pricing being offered by the vendor to be the same as that given to the Borough. Aramsco is
extending the price of Thirteen Thousand Seven Hundred Thirty Four Dollars and Sixty-two Cents
($13,734.62) FOB Seward, Alaska for our order.
INTENT:
The intent is to equip the decontamination unit with this grant funding so it is readily available for use
by the emergency responders for the City of Seward and covering the East Zone with the necessary
equipment. The funds must be used prior to October 31, 2005 and approval is critical to enable the
order to be placed immediately.
CONSISTENCY CHECKLIST:
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. This
Agenda Statement applies to the City of Seward Emergency Preparedness Plan and the Kenai
Peninsula Borough Emergency Plan.
FISCAL NOTE:
Homeland Security Grant funds are available for decontamination equipment as outlined in the grant.
The funds are available in account 651-6513-5440 for the total cost of Thirteen Thousand Seven
Hundred Thirty Four Dollars and Sixty-two Cents ($13,734.62) FOB Seward, Alaska.
