CITY OF SEWARD, ALASKA RESOLUTION 2005-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE PAYMENT NOT TO EXCEED ONE HUNDRED TWENTY-SIX THOUSAND FOUR HUNDRED FORTY-FIVE DOLLARS AND EIGHTY-FOUR CENTS ($126,445.84) TO VALLEY POWER SYSTEMS, INC. FOR AN ASSESSMENT OF ALL GENERATORS AND EMERGENCY REPAIRS TO THE #6 GENERATOR WHEREAS, in October 2005 the Electric Department experienced a failure ofthe rectifier on the #6 generator; and WHEREAS, it is important the entire generation system be assessed; and WHEREAS, a contractor, Valley Power Systems, Inc. was hired to make repairs and assessment; and WHEREAS, a new rectifier was purchased and installed by said contractor, Valley Power Systems, Inc.; and ..... WHEREAS, this rectifier failure could not be foreseen and represented an immediate threat to the ability of the City to provide a stable supply of electricity to the Seward area, and was therefore deemed to be a required emergency purchase. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Council hereby authorizes the payment to Valley Power Systems, Inc. in an amount not to exceed One Hundred Twenty-six Thousand Four Hundred Forty-five dollars and eighty-four cents ($126,445.84). Section 2. Funding is available from the Electric Enterprise Fund's 2005 Operating Budget. Section 3. This is an after the fact request for approval given that the purchase was the result of an emergency repair. Section 4. Valley Power Systems, Inc. will assess all remaining generators. Section 5. O"""un""- (City Seal) j .....i Council Agenda Statement Meeting Date: October 24, 2005 To: Clark Corbridge, City Manager From: Tim Barnum, Utility Manager Agenda Item: Emergency repairs to #6 Generator BACKGROUND & JUSTIFICATION: The #6 Generator had a rectified failure while generating when we were disconnected from Chugach Electric, as per our contract with Chugach Electric. This failure could not be foreseen and represented an immediate threat to the ability of the City to provide a stable supply of electric to the Seward area. The City’s ability to supply all the power requirements of our customers is dependent on all of our larger generators being operable. The #6 generator is our largest unit and when it is down, our capacity is reduced by 2.8 megawatts. With the weather getting colder, it is of the highest importance to get the repairs completed ASAP. CONSISTENCY CHECKLIST: Where applicable, this agenda statement is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. Other: _______________________________________________________________________ FISCAL NOTE: The repairs will be paid for out of Standby Generation maintenance and repairs, 501-5100-5380. Approved by Finance Department: ________________________ RECOMMENDATION: Council approves Resolution# 2005-106, and authorizing the City Manager to pay for the emergency repairs to generator #6 for an amount not to exceed Twenty-six Thousand Four Hundred Forty-five dollars and eighty-four cents ($26,445.84).
