A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE TWO (2)

WHEREAS, the Wastewater Department desires to replace two pumps located at Lift

discharge raw sewage into Resurrection Bay, requiring approval by the State of Alaska
Department of Environmental Conservation, and providing a less than desirable solution; and

Enterprise Fund within the existing 2005 Budget; and
.... WHEREAS, replacing the pumps will avoid added expense in the event of unexpected

Council Agenda Statement
Meeting Date: November 14, 2005
To: Clark Corbridge, City Manager
From: W.C. Casey, Public Works Director
Agenda Item: Sewer Pump Replacement -
BACKGROUND & JUSTIFICATION:
The Public Works Wastewater Department desires to replace two pumps located at Lift
Station #2 East of Boulder Field, near the Harbor. The current pumps are more than 25
years old and are ending their useful lives, having lost their efficiency and reliability.
The old style mechanical seals are such that they put our employees at risk of
contamination. The improved construction of newer style pumps eliminates this potential
exposure to contamination. Furthermore, in the event of a pump failure, our only options
would be to use a 4” diesel pump, lay firehouse across greenbelt to Jefferson Avenue or
route through the Small Boat Harbor boat launch discharging raw sewage into
Resurrection Bay. Another option would be to discharge the raw sewage directly into
Resurrection Bay. Either of these scenarios would need to be approved by the
Department of Environmental Conservation, which would entail an expensive and
lengthy process.
The department desires to replace these wastewater pumps as soon as possible to avoid
unnecessary loss of service and expense. Our anticipated cost for replacing the two old
pumps will be $19,464.00 with an additional freight charge of $739.00. To eliminate the
need to re-do fittings, couplings and pipes we can purchase the same type pump from
Northwest Pump and Equipment, which will be a perfect fit without needing to retro-fit
all the fittings.
