CITY OF SEWARD, ALASKA RESOLUTION-200S-124 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE TWO (2) WASTEWATER PUMPS NOT TO EXCEED $20,203.00 WHEREAS, the Wastewater Department desires to replace two pumps located at Lift Station #2 East of Boulder Field, as the pumps are more than 25 years old and have reached the end of their useful lives; and WHEREAS, improved construction of newer style pumps provides mechanical seals, eliminating the risk of contaminating employees servicing the pumps; and WHEREAS, in the event the existing pumps fail, the City would potentially need to discharge raw sewage into Resurrection Bay, requiring approval by the State of Alaska Department of Environmental Conservation, and providing a less than desirable solution; and WHEREAS, the cost of the new wastewater pumps will be funded by the Wastewater Enterprise Fund within the existing 2005 Budget; and .... WHEREAS, replacing the pumps will avoid added expense in the event of unexpected failure; and WHEREAS, purchasing replacement pumps from Northwest Pump and Equipment Co. eliminates the added cost of retro-fitting, as this supplier carries the same style pump being replaced. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section l.The City Manager is authorized to purchase two new wastewater pumps not to exceed $20,203.00 from Northwest Pump and Equipment Co. Casey, Public Works Director Agenda Item: Sewer Pump Replacement - BACKGROUND & JUSTIFICATION: The Public Works Wastewater Department desires to replace two pumps located at Lift Station #2 East of Boulder Field, near the Harbor. The current pumps are more than 25 years old and are ending their useful lives, having lost their efficiency and reliability. The old style mechanical seals are such that they put our employees at risk of contamination. The improved construction of newer style pumps eliminates this potential exposure to contamination. Furthermore, in the event of a pump failure, our only options would be to use a 4” diesel pump, lay firehouse across greenbelt to Jefferson Avenue or route through the Small Boat Harbor boat launch discharging raw sewage into Resurrection Bay. Another option would be to discharge the raw sewage directly into Resurrection Bay. Either of these scenarios would need to be approved by the Department of Environmental Conservation, which would entail an expensive and lengthy process. The department desires to replace these wastewater pumps as soon as possible to avoid unnecessary loss of service and expense. Our anticipated cost for replacing the two old pumps will be $19,464.00 with an additional freight charge of $739.00. To eliminate the need to re-do fittings, couplings and pipes we can purchase the same type pump from Northwest Pump and Equipment, which will be a perfect fit without needing to retro-fit all the fittings.
