RESOLUTION 2005-130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT
IN THE AMOUNT OF TEN THOUSAND SEVEN HUNDRED TWENTY
FIVE DOLLARS ($10,725.00) FROM THE ALASKA HIGHWAY SAFETY
OFFICE FOR 2005/2006 HOLIDAY IMPAIRED DRIVING ENFORCEMENT
AND BLITZ CAMPAIGN AND APPROPRIATING FUNDS.
WHEREAS, the Seward Police Department has been awarded a Program Coordination
Grant from the Alaska Highway Safety Office, in the amount often thousand seven hundred twenty
five dollars ($10,725.00); and
WHEREAS, the City is not required to provide any cash or in kind match; and
WHEREAS, the use of these funds must be for the purpose ofproviding overtime saturation
patrols by the Seward Police Department during selected holidays and the blitz campaign for the
enforcement of impaired driving; and

WHEREAS, these funds will be of essential assistance to the Seward Police Department in
the enforcement of impaired driving violations.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to accept the 2006 Holiday Dill
Enforcement, Alaska Highway Safety Office grant in the amount often thousand seven hundred and
twenty five dollars ($10,725.00) and enter into a grant agreement.
Section 2. Funding in the amount of eight thousand dollars ($8,000.00) is hereby
appropriated to the FY05 budget, account number 653-6530-X.
Section 3. The amount of two thousand seven hundred and twenty five dollars ($2,725.00)
is hereby appropriated to the FY06 budget, account number 653-6530-X, to be effective on January
1, 2006.
Section 4. This resolution shall take effect immediately upon its adoption.

(2005/2006 Holiday Impaired Driving Enforcement)
BACKGROUND & JUSTIFICATION:
The Alaska Injury Prevention Center conducted a DUI attitudinal survey of Alaskans in
September, 2005. It found that 58.9% of people surveyed think “it is likely that someone who
drives after having too much to drink will be stopped by a police officer.” Further that 84.7% of
people surveyed think “the police are strict when enforcing drinking and driving laws.” Both of
these responses represent an increase in the public’s perception of DUI enforcement issues since
early summer.
In past years, law enforcement agencies in Alaska have partnered with the Alaska Highway Safety
Office to conduct overtime enforcement of Alaska’s DUI laws during key holidays and special
events.
The National Highway Traffic Safety Administration and the Alaska Highway Safety Office (AHSO)
are committed to intensifying the emphasis on impaired driving in 2005/2006. The goal of this
campaign is to save lives by arresting and punishing alcohol and drug impaired drivers.
The AHSO has requested that the City of Seward participate in the campaign by providing overtime
saturation patrols by the Seward Police Department during selected holidays and the blitz campaign.
AHSO has awarded a grant in the amount of ten thousand seven hundred twenty five dollars
($10,725.00) for Federal FY 2006 of which eight thousand dollars ($8,000.00) is budgeted for
October 31, 2005 through December 31, 2005 and two thousand seven hundred twenty five dollars
($2725.00) is budgeted for January 1, 2006 through March 18, 2006.
This is a 100 percent funded grant.
The terms of the grant and the grant budget are attached.
INTENT:
The intent of this grant is to save lives by arresting and punishing alcohol and drug impaired drivers
and maintain current public perceptions of DUI enforcement issues.

Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.

FISCAL NOTE:
The City must appropriate and spend eight thousand dollars ($8,000.00) by December 31, 2005, and
an additional two thousand seven hundred twenty five dollars ($2,725.00) is available for the calendar
year 2006, so there will be two separate appropriations in this resolution, impacting two fiscal years.

City Council approve Resolution 2005-______, accepting the grant from the Alaska Highway Safety
Office in the amount of ten thousand seven hundred twenty five dollars ($10,725.00) to account
number 653-6530-X, and authorize expenditures totaling eight thousand dollars ($8,000.00) in the
FY2005 budget to account number 653-6530-X, and two thousand seven hundred twenty five dollars
($2,725.00) in the FY2006 budget, also to account number 653-6530-X, per the attached budget.
