RESOLUTION 2005-131
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH ARCHITECTS ALASKA, INC. TO PROVIDE
PROFESSIONAL DESIGN SERVICES AND TO APPROPRIATE FUNDING
NOT-TO-EXCEED ONE MILLION TWO HUNDRED TEN THOUSAND
DOLLARS ($1,210,000.00) FOR THE SEWARD LONG TERM CARE
FACILITY DESIGN
WHEREAS, the City of Seward submitted for a request for proposals for professional
design services for the Seward Long Term Care facility; and
WHEREAS, Architects Alaska earned the most points per the RFPIBid grading criteria; and
WHEREAS, Architects Alaska's base bid was nine hundred seventy five thousand five
hundred dollars ($975,500.00) for professional design services for the Long Term Care
Facility; and
....
WHEREAS, the City has included potential scope items, above the RFP requirements, to
include (but limited to) ADEC permits, Phase 1 environment survey, geotechnical studies,
NEP A review, etc. for an additional one hundred twenty thousand dollars ($120,000.00); and
WHEREAS, The City has included a 10% contingency of one hundred fourteen thousand
five hundred dollars ($114,500.00) for a total design cost of one million two hundred ten
thousand dollars ($1,210,000.00).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is authorized to enter into a contract with Architects Alaska to
design the City of Seward's Long Term Care Facility in an amount not-to-exceed one million
two hundred ten thousand dollars ($1,210,000.00).
Section 2. Funds in the amount of$1 ,210,000 are hereby appropriated from the Long-Term
Care Facility federal grant revenue account no. 670-6700-4680-0100 to the contracted
services account no. 670-6700-5390.
Section 3. This resolution shall take affect immediately upon its adoption.

Selection
BACKGROUND & JUSTIFICATION
:
On July 13, 2005, Council approved the southern 5 acre portion of Lots 11A and 12A on the Ft.
Raymond Subdivision as the site upon which the New Seward Long Term Care Facility will be
placed. A RFP team was subsequently assembled, which was composed of 5 individuals from City
staff, Providence Seward staff, and the former hospital administrator. The goal of the RFP
committee was to create an RFP and bid packet seeking professional architectural and engineering
design services for the new Seward Long Term Care Facility.
After several weeks of scope development, careful planning and scheduling, criteria development,
and multiple reviews, the RFP and the 159 page bid packet were advertised and made available to
the public on September 28, 2005. Advertisement took place in the Seward Phoenix Log and in
the Anchorage Daily News, Seattle Times, and the Portland Oregonian seeking a wide spectrum
of highly qualified proposers.
A total of 28 bid packets were dispersed during the two week advertisement period. At bid
opening day on November 4, 2005, the Clerk’s office received 7 bids. All of the bids were highly
qualified Alaskan-based architectural firms.
The grading criterion was methodically developed and was composed of 7 sections, including a
total of 29 evaluation questions. The RFP and bid packet focused around several essential
components that are critical to the success of this project. Examples of these components include
the firm’s abilities in the very specific area of LTC design, the firm’s ability to work creatively
with the stakeholders and the Seward community keeping the critical schedule in acute focus, the
firm’s fee for its professional services, the firm’s methodology and design approach, etc….
The evaluations were summarized based on a point matrix system. The firm scoring the highest
points was selected as the professional design firm of choice. The ultimate goal is to provide
Seward with the most qualified, easy-to-work-with architectural firm for the best price. After a
very thorough, multi-day review process, Architects Alaska emerged as the clear, unanimous firm
of choice, exceeding all the desirable components outlined in the bid packet.
Staff is requesting Council approve funding for one million two hundred ten thousand dollars
($1,210,000.00) for the site and facility design for the New Seward Long Term Care Facility.
Included in the funding is:
$975,500 Architects Alaska base proposal fee. This includes 15% Concept
design, 35% schematic design, early site development package,
65% design package, associated drawings, 100% construction
documents, construction bidding services, multiple site visits,
workshops, council presentations.
$120,000 Additional fees/studies not specified in the RFP that may be
included: wetlands study, Army Corp of Eng, fill permits, ADEC
permits, NEPA review, survey support, geotechnical services,
phase 1 environmental survey, traffic analysis, etc..
$114,500 10% Contingency
$1,210,000 Total funding for Council Approval
