CITY OF SEWARD, ALASKA
ORDINANCE 2003-05
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING SEWARD CITY CODE 02.10.070 TO ELIMINATE
THE NEED FOR A PHYSICAL ADDRESS GIVEN WHILE ADDRESSING
THE CITY COUNCIL
WHEREAS, Council has been notified of recent situations where members of the
public have not spoken out on issues because of fear of giving a physical address; and
WHEREAS, there are a number of reasons the public may fear giving a physical
address; and
WHEREAS, Seward has a large population of prison guards and police officers
that may not want the location of the family home known; and
WHEREAS, some courts ofJaw have not required addresses to be stated on
record because of domestic violence situations and the Victims Rights Act; and

WHEREAS, this issue was discussed at the June 23, 2003 regular city council
meeting and consensus was to propose a revision to the Seward City Code.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA HEREBY ORDAINS that:
Section 1. Seward City Code Section 2.10.070 (A) is hereby amended to read as
follows (strike oat = deletions, bold italics = additions):
2.10.070 Addressing the council by the public.
A. Generally. The council shall provide the opportunity for the public to be
heard at regular and special meetings as required by AS 29.20.020 and Seward City
Charter section 3.5(g). A All persons desiring to address the council shall first secure the
permission of the presiding officer to do so, shall stand approach the podium before the
council and give his their name, ami address state whether they are a resident of Seward
in an audible tone of voice for the record, and, unless further time is granted by the
presiding officer, shall limit his their address to the time limits specified in this section or
by resolution incorporated in the council's adopted rules of procedure.
Section 2. This ordinance shall take effect ten (l0) days following its enactment.
