HomeMy WebLinkAboutRes2007-111Sponsored by: Oates CITY OF SEWARD, ALASKA RESOLUTION 2007-111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING THE CITY OF SEWARD'S CALENDAR YEAR 2008 FEDERAL LEGISLATIVE PRIORITIES WHEREAS, the City annually compiles a list ofprojects or issues that are identified as top federal legislative priorities; and WHEREAS, the list ofprojects is compiled and distributed to the Alaska Congressional delegation, the Kenai Peninsula Borough, and the City of Seward's lobbyists; and WHEREAS, this prioritized list validates the projects and greatly focuses the efforts of the administration in our lobbying efforts; and WHEREAS, all the projects on this list are consistent with the City's Comprehensive and Strategic Plans. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. This list of legislative projects is hereby declared to be the official legislative priority list for the City of Seward for the 2008 Federal legislative session: PORT AND HARBOR Small Boat Harbor Breakwater Design Deficiency -- If the WRDA bill passes, provide appropriation of $3 million to allow the Army Corps of Engineers to correct their design deficiency and repair the breakwater. If the bill for the Water Resource Development Act (WRDA) is vetoed by the President, and the Congress fails to override the veto, authorize the Army Corps of Engineers to correct the small boat harbor breakwater design deficiency in the next version of the bill. 2. SMIC Shipyard -- $3.4 million in economic development assistance to increase the capacity of the shipyard at the Seward Marine Industrial Center (SMIC) to fulfill the design potential, meet current market demands, and increase employment opportunities. 3. SMIC Basin Breakwater and Dock -- $10 million in economic development assistance to complete the design and construction of a dock and breakwater at the Seward Marine Industrial Center Basin that will enhance the economic potential of an adjacent 100-acre industrial development complex. 4. Alaska Railroad Freight Dock -- $15 million in the Highway Transportation Bill to extend and improve the Alaska Railroad Freight Dock in Seward. CITY OF SEWARD, ALASKA RESOLUTION 2007-111 ROADS AND STREETS 1. Roads and Sidewalks -- $2.25 million for road, sidewalk, and drainage ditch repairs in Seward. PUBLIC FACILITIES 1. Lowell Creek Tunnel -- If the WRDA bill passes, provide appropriation of $10 million to allow the Army Corps of Engineers to improve and maintain the tunnel. If the bill for the Water Resource Development Act (WRDA) is vetoed by the President, and the Congress fails to override the veto, authorize transfer of ownership of the Lowell Creek Tunnel to the Army Corps of Engineers in the next version of the bill. 2. Mary Lowell Center -- $22.5 million for the Mary Lowell Center. INFRASTRUCTURE 1. Lowell Point Road -- $2 million for coastal erosion that threatens the Lowell Point Road and infrastructure in Seward on the west side of Resurrection Bay. BENEFICIAL LEGISLATION 1. Alaska Region Research Vessel -- Support of continued funding to the National Science Foundation for construction of the Alaska Region Research Vessel (ARRV). 2. The City of Seward is interested in participating in alternative energy programs. Section 2. This resolution shall take effect immediately upon its adoption.
