Section 1. The contract for animal control suvices for the annual auruunt of $72,230,
between Jentufer Carrick, dba Carpe Canis is approved. The contract will be etJ'ective January 1,
2007 and cuutinue through December 31, 2011, with an option for two one-year extensions.
Section 2.:lppropriate 54.575 tiom the General Pund liurd balance, account 101-OOOU-3U5U
to the .Animal Control account, lU1-1212-5390.
Section 3. This resulutiuu shall take effect immediately upon its adoption.

BACKGROI;ND 8c JU5'PIFICATION:
In accordance with the tieward City Code, a request for proposals for an animal control wnlract was
publi>hcd i n the Seward Pfioeni~ Lur un September 6, 2f)t17. Invitations to Bid were also posted at
City Hal I, the Harbunnaster's office and at the Post Office. The proposals submitted were in sealed
envelopes and i^ order as specified in the Request ('ur Proposals.
In response to the City's invitation to bid four hid packets were obtained by potential contractors
interested in our animal control services. There were a tidal of two bids submitted that were
evaluated by a team of City Staff dtruugh a Four (41 section trading criteria. The averages ui' 1he
srnres rounded up to the next number are as follows. Jennifer Ku}', dba Carpe Canis received an
average of 7~) points, Clizaheth Hann, dba ICnuls So fast received an average of 37 points. 1'he
annual cost of the contract will he $72,28U.UU.
As a result of the evaluation procsess Jennifer Roy was selected as the most qualified attd responsive
bidder as required by the Seward City Code 6.10.135 and 6.10.340.
The contract tertn is three years, startint January I, 2008 and tvtuung through December 31, 2011,
with an option for two one year extensions.
