Agenda Item; Authorizing the City Manager to Enter into an
Agreement with Tryck Nyman Hayes, htcorporated for
Change Order #6 to the East Harbor Expansion Contract
for $226,724 and Appropriating Funds
DACKGROUND & JUS'I'I6'ICA'fION:
TNH has provided engineering, design, bid and construction cnghrccring services throughout Phase 1
and Phasc'_ of the City's Fast Harbor Expansion Projwt. As the City continues construction within
the small boat harbor it is necessary to maintain and continue the availability of engineering services
for bid and construction purposes. TNH prepared the construction bid packets and assisted the Ciry
in reviewing the bids when received. TNH is intimately familiar with the Seward Harbor Expansion
Project and is particularly suited to continue this type of work.
Phase 3 consists of the Z t]oat and related improvements, including fire suppression, utilities, uplatrd
improvements and a gangway. Our current grant should allow us to construct 200 Icct of dock,
which will provide new moorage space for tltc Coast Guard Cutter Mustang. T'he design and
engineering will include up to 880 feet of dock to provide us the option to expand the construction if
funding permits. A fee proposal for engineering, design, and construction management, including
lcclmical and administrative support, as well as the availability of an on-site conslrucliou
representative during the construction contract is estimated at a cost of $22ti,724. The services
proposed, the cost of those services, as well as the time line arc described in Attachment A to the
Change Order No. 6 in the L'orm of a scope of work for bid and construction services.

Where applicable, this resolution is consistent whit the Seward City Code, Charter, Comprehensive
Plans, Land Use Plans, Strategic Plan and Ciry Council Rules of Procedures.
FISCAL NOTE:
An appropriation of $226,724 is reyuired Isom a $1 million Denali Commission grant awarded fur
the Z-Float Project account numbernn27//4-27``45-539(1 to pay for these additional services.

RECOMi~IEN UATION:
Counci I approve Resolution 2W7- i 34 authorizing the Cily Manager to enter into an agreement with
TNH for Change Order #6 to the East Harbor Expansion Contract for $226,724 and appropriating
funds.
