BACKG1tOLiND g JUSTIFICATION:
The City of Seward sent requests for proposals IRFP) for custodial services at two City off-site
ltxativns. Pcr L'it}~ Code, the R1+P was advertised locally, and Council was given the criteria
listed within the REP. 1'(tough not required, RtP copies were sent to every local business (two)
holding a business license in the custodial orjanitorial field. Une responsive wmpairy replied
aad the bid w•as sound to be complete artd respurtsivc:. !t was detetminrJ that Vterritt Enterprises
be awarded the contract. Merritt has performed well for the C.iq the past eleven years altd the
City is satisfied with their level of services.
Attached you will find the Merritt Enterprises contract fur a there-year term 1'ur cleaning the
Teen & Youth Center and the lower level of the AV'1'EC (Alaska Vue;atiaial Technical Center)
Student Service Center, where Seward Parks and Recreation's Spurts c4r Recreation prubrams are
conducted, The City pays the custodial services in this facility in lieu of rent payments to
AVTEC. The contract will be rcnewahle administratively, up to live years, if no signilicaut
changes arc made.
Payment will he $3,190.UU every month, I'ur an annual total of $38,280.00.
INTENT:
l'hc intent of this contract is to provide required cu.todial services in the most cost-effective and
proficient marutcr possible.
CONSlti'I'F.NCY CHECICLTRT:
Where applicable, this resolution is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land i Ise Plans, Strategic Plan and City Council Rules of Procedures.

This amount is within the 2008 Parks and Recreation budget recently passed by Council,

RFCOMMENDA'fION:
City Council approve Resolution 2007 - ( awarding a Uui;c-year contract to Judy Merritt,
d.h.a~ Merritt )enterprises for custodial services in parks and recreation sites, TYC and S&R, per
the attached contract for an annual amount of $38,2R11.00.
