Public Works Director A~~cn~la Item: Purchase of State Surplus Snow Blower RACKGROL NI) & JIISTIFICA'I'ION: In 2007, the Public Works staff assessed the feasibility of attempting to repair the 1978 Snow Blower that was purchased for $5,000 in the early 90's from the State Surplus Division. it has been determined, that due to the difficulty in obtaining parts and keeping the machine in good working order, shat it is nut cost ell'calive to spend the $30,000-$50,000 to make this machine operable. It has served its useful life and should not tx: put back into service. Staff pursued the feasibility of purchasing a "new" snow blower by using the govenunental pi~,v- back provision and found the price for a snow blower to he in the $520,000 price rutge. Attempting to he frugal, staff checked with the State Procurement Office and found a surplus blower for $80,000. Further inquiries with the State Surplus folks indicated [hat the blower available was a 1996 Oshkosh Snow Blower and was located in the AKDOT maintenance yard in Palmer. The blower came liom the Silvertip AKDOT maintenance station. hwo Public Works stall' utcmlx;rs traveled to Yalntcr to assess the ntachute artd it was their trcotruucndation that the City look seriously at obtaining the machine. They also stopped at the Silvertip maurtcnance yard and discussed the machine with the mechanic that had maininined the machine since it was purchased in 1996. it was his opinion that the machine still had several years of service life and was cuttently in good working condition. It was only put into surplus because ofthe State's vehicle and equipment replacement policy. Staff consulled with the Oily Manager, called and asked the Slate to n~muve the snow blower lium the "public" list ul'Statc Surplus Items, ar~d Intend into ncgotiatious with Jack h'ullerto~t, P.1;., Cluef of Maintcrtattee artd Opcrntiotts (C'cntral Region). Staff negotiated the price down to $65,1.100 and also convinced the State to throw in a brand new tnick loading chute valued at $30,000. The negotintions included the possibility of receiving the machine for free in exchange for assuming responsibility for the winter maintenance of the 3`d Avenue road and sidewalks from Port Avenue to the Seal.ife Center on Railway Avenue. Staff did not feel that this would be in the City's best interest.
