RESOLUTION 2008-075
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A GRANT IN THE AMOUNT OF $5,000.00 FROM
THE ALASKA DEPARTMENT OF HEALTH AND SOCIAL SERVICES FOR
2008 FOURTH OF JULY TEMPORARY NEED NON-SECURE SHELTER
AND STAFFAND APPROPRIATING FUNDS
WHEREAS, the Seward Police Department has been awarded a Grant from the Alaska
Department of Health and Social Services, in the amount of $5,000.00; and
WHEREAS, the City is not required to provide any cash or in kind match; and
WHEREAS, the use of these funds must be for the purpose ofproviding anon-secure shelter
to include staffing and supplies by the Seward Police Department for the purpose of safe placement
of arrested youth and youth placed into protective custody until they can be safely relocated to a
parent /guardian, or transferred to a residential or juvenile detention facility during the 2008 Fourth
of July weekend; and
WHEREAS, these funds will be of essential assistance to the Seward Police Department in
the performance ofproviding these services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to accept the Temporary Need Non-Secure
Shelter, Alaska Department of Health and Social Services grant in the amount of $5,000.00 and enter
into a grant agreement.
Section 2. Funding in the amount of $5,000.00 is accepted to grant revenue account no.
101-0000-4680-0200 and appropriated to the Seward Police Department's regular time account, no.
101-1210-5010 and operating expense account, no.101-1210-5440.
Section 3. This resolution shall take effect immediately upon its adoption.

Agenda Item: Alaska Health and Social Services Grant (Temporary Need Non-Secure
Shelter)
BACKGROUND & JUSTIFICATION:
The City of Seward, Seward Police Department, historically has had issues with handling the
mass influx of status offender juveniles over the Fourth of July weekend. With this year's
celebration starting on a Thursday night and no door watchers available through Kenai Peninsula
Cares Center the City of Seward is in need of assistance from the Alaska Department on Health
and Social Services (DHSS) in providing for the funding ofNon-Secure Shelter Security
Officers. The Seward Police Department will supervise the program from setting up facilities;
room, food, bedding etc., hiring security officers, scheduling officers, and time accounting for
officers.
The DHSS has awarded the City of Seward a grant in the amount of $5,000.00 for non-secure
attendant care services over the Fourth of July weekend, 2008.
This program is a 100% grant funded project, with no local matching funds required.
The terms of the grant and the grant budget are attached.
INTENT:
The intent of this grant is to provide safe placement for arrested youth and youth placed into
protective custody until they can be safely relocated to a parent /guardian, or transferred to a
residential or juvenile detention facility.
CONSISTENCY CHECKLIST:
Where applicable, this resolution is consistent with the Seward City Code, Charter, Comprehensive
Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
