CITY OF SEWARD, ALASKA
RESOLUTION 2009 -125
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO APPLY FOR AN
ALASKA ENERGY AUTHORITY ROUND III RENEWABLE ENERGY
FUND GRANT FOR ENGINEERING, ACQUISITION AND
INSTALLATION OF A SECOND SEAWATER HEAT PUMP AT THE
ALASKA SEALIFE CENTER
WHEREAS, the Alaska Energy Authority is soliciting applications for Renewable
Energy Fund Grant Recommendation Program Round III; and
WHEREAS, the selected applications will be recommended for funding by the 2010
Alaska Legislature; and
WHEREAS, the City of Seward is eligible to apply for a grant recommendation as a
local government and an electric utility holding a certificate of public convenience and necessity
under AS 42.05; and
�— WHEREAS, the City of Seward owns the Alaska SeaLife Center; and
WHEREAS, the Alaska SeaLifc Center has been awarded a Denali Commission
Emerging Energy Technology Grant to fund the engineering, acquisition, and installation of a
single 90 -ton seawater heat pump; and
WHEREAS, the installation of a second 90 -ton sea water heat pump will further benefit
the operation of the Alaska SeaLife Center by utilizing an existing seawater supply in
conjunction with the first heat pump to supply approximately 55% of the energy requirements of
the Center and significantly reducing its carbon dioxide emissions from burning fuel oil; and
WHEREAS, the installation of the heat pumps at the Alaska SeaLife Center will further
serve as a demonstration project designed to test and prove a renewable energy technology not
widely known or used in Alaska but which could be readily transferred to other communities
with access to seawater from ice -free bays and with reasonably priced electricity.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section. 1. The City Council approves and endorses the installation of seawater heat
pumps at the Alaska SeaLifc Center.

Section 2. The City Manager is authorized to sign all documents necessary on behalf of
the City of Seward to apply for a Round III Alaska Energy Authority Renewable Energy Fund
grant recommendation for engineering, acquisition, and installation of a second seawater heat
pump at the Alaska SeaLife Center, to include certification that the City of Seward is in
compliance with applicable federal, state and local laws including existing credit and federal tax
obligations.
Section 3. The City Manager or his authorized designees are authorized to represent the
City of Seward for purposes of this application.
Section 4. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 9 day of

Agenda Item: Authorizing the City Manager to apply for an Alaska Energy
Authority Round 3 Renewable Energy Fund Grant for
Engineering, Acquisition and Installation of a Second
Seawater Heat Pump at the Alaska SeaLife Center.
BACKGROUND & JUSTIFICATION:
The Alaska SeaLife Center was recently awarded an Emerging Energy Technology Grant
from the Denali Commission of $427.000 to fund the installation of a seawater heat
pump. The heat pump will allow the Center to "lift latent heat from raw seawater and
transfer this energy into building heat. The seawater heat pump system will serve as a
demonstration project designed to test and prove an en emerging energy technology that
show promise for providing financial benefit to Seward and other Alaskan coastal
communities.
The Alaska Energy Authority is soliciting Renewable Energy Fund Round 3 Grant
Applications for which the City as a local government and owner of the Alaska SeaLife
Center is eligible to apply for funding a second seawater heat pump at the Center. A
second heat pump combined with the first will contribute approximately 55% of the
ASLC building heating requirement which will afford the Center significant energy
savings and reduce Seward's yearly carbon foot print by 1,291,000 pounds. The staff of
the Center has completed the application with our review for submittal to the Alaska
Energy Authority on November 10, 2009. The amount requested in the application is
$286,580 with no city matching requirement.
